Bio

Jessica Carroll is currently serving as the Vice President of Government Affairs for Shift5, a
cybersecurity company committed to the security and resilience of military weapon systems and the
broader operational technology underpinning transportation critical infrastructure. Jessica departed the
House Armed Services Committee (HASC) at the end of 2021, where she was serving as the
professional staff member (PSM) for special operations forces (and previously, intelligence), managing
Committee oversight of the policy, programs, and resources related to SOF, IW, and IO. While on
committee, Jessica prioritized focus on alignment of USSOCOM activities against SOF Truth #1,
sufficiency of resources and programs of the Preservation of the Force and Family (POTFF), and the
development of a repeatable, scalable approach to cognitive rehabilitation across the formation.

Previous to her tenure on the HASC, Jessica served in the Joint Chiefs of Staff J2, developing the
strategic intelligence narrative supporting the Chairman of the Joint Chiefs to proactively shape the
security environment and posture the Joint Force for strategic competition. Additional prior experience
includes more than a decade of intelligence community service, working with Silicon Valley equities,
reestablishing the FVEY intelligence-sharing partnership with New Zealand at the U.S. Embassy in
Wellington, and numerous positions supporting sensitive defense and intelligence community missions,
overseas and domestically.

Jessica was awarded the Joint Civilian Service Commendation award, twice presented the Joint Staff J2
Civilian of the Quarter award and received the Joint Civilian Service Achievement award for
exceptional support to a special operations TF. Jessica also serves as an active term member on the
Council on Foreign Relations in areas particular to national security, intelligence, and defense.
