Bio

Mr. Robert D. Carpenter was appointed as the Senior Expert for Security, Office of Security, Directorate for Mission Services, in June 2020. In this role, Mr. Carpenter oversees the integration of security disciplines to enable a common, coordinated approach to identifying, reducing and mitigating risks to DIA. He manages special projects and complex policy assignments; continually assessing alignment with the Agency's strategic plan and the office of Security Implementation Plan. He develops innovative approaches, tools and methodologies to analyze complex situations and ensure the overall effectiveness and efficiency of security programs. He also advises the Director of Security on the effectiveness of internal controls, and Five Eyes (FVEY) integration efforts, while also shepherding FVEY integration initiatives across Security Divisions. 

Mr. Carpenter previous1y served as Chief, Insider Threat Division, Office of Security. In this role, he strengthened DIA's insider threat capabilities while leading several sensitive activities designed to protect DIA personnel, facilities, information, operations and networks from threats posed by trusted insiders who wittingly or unwittingly threaten the security of DIA and national security. Previous to this role, he served in a series of leadership positions within the Office of Security, Office of Counterintelligence, and Office of Facilities and Services. These included rotational opportunities with the Office of Military Commissions and the Federal Bureau of Investigations. 

Prior to joining DIA during 2004, Mr. Carpenter served 22 years of active duty in the United States Army. Eighteen of these years included service as a counterintelligence officer where he planned, managed and executed a variety of security, counterintelligence and HUMINT activities. His military awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (2nd award), and Army Commendation Medal (5th award). 

Mr. Carpenter holds a Master of Arts in Business and Organizational Security Management from Webster University, and a Master of Science in Information Management from Syracuse University. He has completed the National Defense University's Advance Management Program and the Federal Executive Institute's Leadership in a Democratic Society Program. 

Mr. Carpenter is from Fayetteville, NC. He resides in Severn, Maryland with his bride Rosemerrie. Together, they have four grown children and two grandchildren.
