Bio

Jennie Leotta is an Assistant Director for the Science, Technology Assessments, and Analytics Team at the Government Accountability Office (GAO).  She is a responsible for performing cost, schedule, analysis of alternatives, and Earned Value Management analyses to support audit findings on a wide range of government programs. Recently, Jennie has developed training classes on these topics and worked to expand the series of GAO best practice guides; working as the project manager to develop the GAO Agile Assessment Guide exposure draft. Jennie is certified by the International Cost Estimating and Analysis Association and is also Level-III certified in the field of cost estimating and financial management. She has over 15 years’ experience in the fields of cost estimating, scheduling, and EVM analysis and has been working with Agile projects since 2008.

Before joining the GAO, Jennie was a senior operations research analyst for the Department of Homeland Security where she performed proposal evaluation reviews and developed and reviewed cost estimates for major programs and high priority projects. She has also worked as a senior operations research analyst at the Navy and as a survey statistician at the US Census Bureau.  Jennie holds a B.S. degree in Quantitative Finance from James Madison University and an M.A. degree in Economics from George Mason University.
