Mr. Neil Graf serves as a Program Officer within the Office of Naval Research’s (ONR) Manufacturing Technology (ManTech) program, where he has overseen the Composites Manufacturing Technology Center (CMTC) since 2005. His duties include developing new projects, executing ongoing projects, fiscal planning and monitoring, and coordination with industry and other Navy commands to identify manufacturing needs and to ensure the successful implementation of developed technologies.  Mr. Graf is also serving as the program officer for the Center for Naval Metalworking (CNM) and was previously responsible for the Center for Naval Shipbuilding Technology (CNST)/Naval Shipbuilding and Advanced Manufacturing (NSAM) Center of Excellence.                                  

Mr. Graf assists in the coordination of the overall Navy ManTech program and serves as the portfolio lead for each of the Navy ManTech platform Integrated Product Teams (IPTs) for the platforms on the current investment strategy including the F-35 and various ship and submarine platforms. This includes coordinating the ManTech activities supporting each platform with the respective program offices, industry partners, and other key stakeholders.  Mr. Graf also serves as the current overall chair of, and Navy principal representative for, the Joint Defense Manufacturing Technology Panel (JDMTP), which has the responsibility of joint service coordination, planning, and strategy development for ManTech programs across the Department of Defense.
