Mr. Billingsley is currently with Five Stones Research Corporation supporting the SHIELD Programs at Redstone Arsenal. Chuck has over forty years’ experience working in Systems Engineering with over thirty years’ experience working primarily in the Configuration Management Discipline, has been directly responsible for establishing, implementing, and managing plans, procedures and databases used to accomplish contract requirements for Configuration and Data Management. Has demonstrated the ability to develop and implement programs with proven results in support of DOD and NASA Programs. Mr. Billingsley earned a bachelor’s degree from the University of Oklahoma and master’s degree from the Air Force Institute of Technology.

Mr. Billingsley was awarded the Robert H. Stearns award by the National Defense Industrial Association, Technical Information Division during the annual meeting in September 1999. One of the highest awards bestowed in the field of engineering documentation, the award is present to an individual who best emulates the outstanding support in the field, leadership and achievements, as did Stearns, who died in 1962. His contributions were also recognized in 1998 when he was awarded the 1998 Outstanding Contributions award. Mr. Billingsley is a Certified Configuration and Data Manager. Certification was obtained in 1992. Since 1993, Chuck has been a member of the Executive Board of the Technical Information Division (TID), National Defense Industry Association. He is a member of the Professional Certification Section of the Technical Information Division
