NDIA's TWV Division is pleased to announce it will present its 4th annual Red Ball Express Award to a deserving government organization, industry organization, or individual at the 2015 conference, to be held August 24 - 26, 2015 in Reston, Virginia.  The recipient will have made significant contributions that led to the strengthening of our national security by developing, procuring, or supporting TWV's, or enabling critical technologies that contribute to the TWV fleet.

ANNUAL RED BALL EXPRESS AWARD CRITERIA

NDIA Tactical Wheeled Vehicles Division award for exceptional contributions in the Tactical Wheeled Vehicle community

  1. Purpose. In recognition of superb contributions to Tactical Wheeled Vehicles, the National Defense Industrial Association (NDIA) and public leadership or achievement that results in significant contributions to the development, introduction or support of Tactical Wheeled Vehicles. The recipient must have made significant contributions that led to the strengthening of our national security by developing, procuring, or supporting Tactical Wheeled Vehicles or enabling critical technologies that contribute to the same.

  2. Policy. It is the policy of the NDIA Tactical Wheeled Vehicles Division to recognize those achievements by relevant government or industry organizations or individuals that are particularly noteworthy to the Tactical Wheeled Vehicle community.

  3. Procedures.
    1. The NDIA Tactical Wheeled Vehicles Division will solicit nominations for the Red Ball Express award approximately six (6) months prior to the annual NDIA Tactical Wheeled Vehicles conference. The solicitation will be posted to the NDIA Tactical Wheeled Vehicle division website, and via email to the Tactical Wheeled Vehicle community.

    2. Individuals or organizations can be nominated by members of the division, other industry members, or government officials.

    3. Nominations will be limited to two pages, naming the organization / individual and describing its achievement.

    4. Nominations will be due 60-90 days after the division has solicited for Red Ball Express award candidates.

    5. Completed nominations should be sent to the vice chairman of the NDIA Tactical Wheeled Vehicles Division, who will serve as the award chairman. The Vice Chairman, in coordination with the Chairman, will form a sub-committee of three to five TWV Committee members who will review all award nominees. The Vice Chairman will provide his sub-committee report along with one recommended award winner to the Division Chairman at least 60-90 days prior to the commencement of the NDIA Tactical Wheeled Vehicles Conference. The award winner must be approved by a majority vote of the full TWV Steering Committee.

    6. The division will notify the chain of command of the selected individual/organization before announcing the winner.

    7. The award will be presented at the NDIA Tactical Wheeled Vehicles Conference.

    8. If the committee deems none of the nominees justify receipt of the award, or if there are no nominees in a given year, the award will not be presented.

  4. Award. The Red Ball Express award will consist of a NDIA Tactical Wheeled Vehicle citation and a NDIA gold medal suitably engraved.

Red Ball Express Award

April 21, 2014. Today at the Rayburn Building NDIA presented  its prestigious Red Ball Express Award to Douglas R.  Bush and Jesse D. Tolleson of the Congressional House Armed Services Oversight Team for their consistently demonstrated unmatched cooperation, expertise, and commitment to the strategic viability of the TWV industrial base.

The “Red Ball Express” award is proudly named after the famous Transportation system in World War II.

The Red Ball Express was an enormous truck convoy system created in 1944 to supply Allied forces moving quickly through Europe after breaking out from the D-Day beaches in Normandy. Some 28 divisions were advancing across France and Belgium, each ordinarily requiring 700-750 tons of supply a day. Patton's 3rd Army was soon grinding to a halt from lack of fuel and ordnance. The route, marked with red balls, was closed to civilian traffic; the trucks were marked with the same red balls and given priority on regular roads. The key to pursuit was a continuous supply of fuel and ordnance, thus leading to the name, Red Ball Express.

Awarding the citation and gold medal to Bush and Tolleson were Larry Farrell, President/CEO of NDIA and Ron Johnson, NDIA Tactical Wheeled Vehicle Division Chair.

The “Red Ball Express” award is proudly named after the famous Transportation system in World War II.

NDIA has announced that its Tactical Wheeled Vehicle Division presented The Red Ball Express Award to Mr. Michael D. Sprang, JPO JLTV, on March 20, 2013, at the 5th Annual Membership Social in Sterling Heights, MI.

The Red Ball Express is awarded for outstanding contribution to the Tactical Wheeled Vehicle (TWV) community. Recipients of this award must have made significant contributions that have led to the strengthening of our national security by developing, procuring, or supporting Tactical Wheeled Vehicles or critical technologies that contribute to the same.

Mr. Sprang has made many significant contributions to the development and support of light tactical vehicles, especially the High Mobility Multipurpose Wheeled Vehicle (HMMWV), over the last eight years during a critical period of military combat operations in Iraq and Afghanistan. In particular, Mr. Sprang managed the production and fielding of thousands of armor kits for HMMWV’s in Iraq and Afghanistan, at a value of over six billion dollars. His relentless drive to field these kits as rapidly as possible, while adhering to exacting standards, saved countless American and allied lives.

Division Mission/Objective/Purpose

Division Objectives
The primary objective of the Tactical Wheeled Vehicle Division of NDIA is to enhance the security of the United States by promoting communications and interaction between defense industry, government and military in the area of automotive activities.

The specific charter of the Tactical Wheeled Vehicle Division is to conduct conferences in technology areas directly related to automotive research, design, development, test and production.  Such conferences are intended to present advanced technology and provide for an exchange of information and an interchange of views between defense industry, government and military representatives.  The effective cooperation between these three groups is vital to our defense effort in the tactical wheeled vehicle area.  Each group brings unique inputs to such conferences.  No one group can function at maximum effectiveness without the other two.

Specific Objectives:

  • To serve as an effective communications vehicle for the exchange of views and information between government and industry on matters of common concern.

  • To foster mutual understanding and effective working relationships between government and industry in order to achieve a sound body of government policy and procedures which will serve both the security objectives of the United Sates as well as the commercial interests of its industry.

  • To provide government with industry advice on government policies, practices and procedures and industry's needs and problems within the Division's purview.

Mission Responsibility
To promote national exchanges between the Defense Department, government agencies and industry, of information relating to the design, development, acquisition and support of vehicles and vehicle systems employed in land and amphibious military operations.

Division Meetings & Events

The annual Tactical Wheeled Vehicles Conference is the only one held annually that is specific to the military’s Tactical Wheeled Vehicle community.  It has historically brought Department of Defense representatives, prime contractors, subcontractors, and their suppliers together to discuss present and future wheeled vehicle requirements for all services.  It has afforded an atmosphere for open discussions between the customers and the suppliers based on the needs of the military users.  The information presented is valuable to program managers, engineers, planners and marketers.  In addition, open discussions will be invaluable to DoD planners and program managers.
