William Mahan is the founder and President of M Technical Services, LLC (“M-Tech”), a small business specializing in systems engineering, program management, and advanced technology insertion for the Department of Defense. M-Tech also provides technology design and system architecture solutions for critical technologies, including radiation-hardened microelectronics, Prior to founding M-Tech in 2018, Mr. Mahan was the Director for Strategy and Development for a rapidly growing small business supporting multiple Defense Department programs.

Mr. Mahan is Chairman of the Audit Committee at NDIA, and he leads several NDIA strategic initiatives. These include engaging universities for emerging defense technologies and promoting engagement with emerging defense leaders. As part of those efforts, he chaired NDIA’s inaugural hypersonics conference and Purdue University.

Mr. Mahan, a graduate of the United States Naval Academy and former submarine officer, is a Commander in the Navy Reserves. He earned a Master of Business Administration (MBA) from Johns Hopkins University Carey Business School and a Juris Doctor from the Antonin Scalia Law School at George Mason University.
