Bio

General Thomas Horlander was born in Aurora, Colorado and graduated with a Bachelors in Business Administration from Western Washington University.   General Horlander holds Masters Degrees from Oklahoma City University, the U.S. Army Command and General Staff College and the U.S. Army War College.

General Horlander was commissioned in 1983 as a second lieutenant in the Field Artillery through the US Army Officer Candidate School.  His duty assignments include serving as the Installation Management Command Director of Resource Management / G8; Executive Officer to the MILDEP, ASA (FM&C); Comptroller/G8, V Corps, US Army Europe and Multi-National Corps, Iraq; Director, Resource Management of the U.S. Army Aviation Center, Fort Rucker, AL; Deputy Secretary for Finance (Comptroller), Inter-American Defense Board, Washington D.C.; Executive Officer, 1st Battalion, 319th Field Artillery, 82d  Airborne Division, Ft Bragg, NC; Assistant S-3 (Operations), Division Artillery, 82d Airborne Division, Ft Bragg, NC; Budget Course Director and Instructor/Writer, US Army Finance School, U.S. Army Soldier Support Center, Fort Jackson, SC; Aide-de-Camp to Commander, Allied Land Forces Southern Europe, Verona, Italy; Commander, 12th Field Artillery Detachment, 559th U.S. Artillery Group, U.S. Army Europe and Seventh Army, Oderzo, Italy; and various field artillery position at Fort Sill, Oklahoma and with the 2nd Infantry Division in South Korea.

 His most recent assignments before serving as the Army MilDep to the ASA(FM&C) was as the 30th Director of the Army Budget, the Director of Business Operations in the Office of Business Transformation, and the USARCENT / 3rd Army G8 forward deployed in the Southwest Asia theater of operations.  During his tenure as the US Army Finance and Comptroller senior military leader, General Horlander spearheaded a transformational change to how the US Army provides financial operations and comptroller support to the force.  He developed and implemented the Army premier fiscal stewardship program (CAER) leveraging big data analytics across the entire Army and oversaw the integration of FM systems in an ERP environment.

General Horlander is quite active throughout the National Capital Region as a member of several large professional organizations.  He currently serves on the NDIA Board of Directors and as the American Society of Military Comptrollers Certification Commission Director.  He is an accomplished linguist, Master Strategist and has published numerous books, screenplays and articles.  He also has a robust mentorship program where he helps professionals at all levels, whether they are serving in uniform or transitioning to the private sector.

General Horlander retired from active duty on October 01, 2021 after ~39 years of service to the nation and works for a major global microelectronics firm in the DC area as a Strategic Business Developer for its Public Sector.
