Bio
After ~39 years of service to the nation with the US Army, Thomas Horlander joined the Intel Corporation as a Strategic Business Developer in the Defense / National Security Division of Intel’s Public Sector. Thomas has a deep level of federal defense resourcing and budget experience. He spent the last 12 years of his military service, serving in every Financial Management / Comptroller General Officer position in the US Army, culminating his career as a Lieutenant General serving as the Comptroller of the Army / MILDEP to the ASA(FM&C).
His most recent assignments as a General Officer, before serving as the Army Comptroller/MILDEP to the ASA(FM&C) were as the 30th Director of the Army Budget; the Director of Business Operations in the Office of Business Transformation; the USARCENT / 3rd Army G8 forward deployed in the Southwest Asia theater of operations; and the CFO/Comptroller for the Army’s Installation Management Command. During his tenure as the US Army Finance and Comptroller senior military leader, General Horlander spearheaded a transformational change to how the US Army provides financial operations and comptroller support to the force. He developed and implemented the Army premier fiscal stewardship program (CAER) leveraging big data analytics across the entire Army and oversaw the integration of FM systems in an ERP environment.
General Horlander was commissioned in 1983 as a second lieutenant in the Field Artillery through the US Army Officer Candidate School. His company and field grade assignments include command and staff positions throughout the US and abroad to include 10+ years in Europe and 3 deployments to Asia. General Horlander holds a Bachelors in Business Administration from Western Washington University and several Masters Degrees from Oklahoma City University, the U.S. Army Command and General Staff College and the U.S. Army War College.
He currently serves on the NDIA Board of Directors; as the American Society of Military Comptrollers Certification Commission Director; is an accomplished linguist, Master Strategist and has published numerous books and articles.
