    The NDIA Policy team monitors, advocates for, and educates government stakeholders on policy matters of importance to the defense industrial base. Our mission is to ensure the continued existence of a viable, competitive national technology and industrial base, strengthen the government-industry partnership through dialogue, and provide interaction between the legislative, executive, and judicial branches. The Policy team also represents NDIA in several inter-association groups representing the defense industry and the government contracting community. Policy staff regularly meet with key policy stakeholders, and manage Congressional interactions with NDIA Chapters and Divisions.

Mr. Vincent J. Perez is the Acting Director of the Cost & Pricing Center. As Acting Director he supports Cost & Pricing Center operations and an organization of over 500 acquisition professionals, including warranted Contracting Officers and numerous functional specialists providing support to the DoD acquisition enterprise - from contract award to contract closeout. Mr. Perez is a native of Minneapolis, MN. He earned Bachelor’s Degree in Mathematics, Master's Degrees in Business Management, and Master's Degrees in Business Administration from the University of Mary, Bismarck ND. Mr. Perez is a member of the Defense Acquisition Corps and Level III Certified Acquisition Professional in Contracting. Prior to assuming his current position, Vincent served as the team leader for the Multi-Corporate Team, the Corporate Administrative Contracting Officer for The Boeing Company, and a Cost Price/Cost Analyst for two different corporate offices within the Cost & Pricing Center.

Ms. Jennifer L. Quinones began her career with DCAA in 1999 and is currently the Deputy Assistant Director, Policy and Plans Directorate. She has a Bachelor’s of Science in Accounting from Mary Washington College in Fredericksburg, Virginia, and is a licensed CPA. She is also a graduate of the Director’s Fellowship Program in Management and has earned a Master’s of Science in Administration from Central Michigan University.

Lesley Anne Field is the Deputy Administrator for Federal Procurement Policy in the Office of Management and Budget (OMB), Executive Office of the President, and is currently serving as the Acting Administrator – a role she has had periodically since 2008. Her office is responsible for developing and implementing government wide regulations and policies to support over $470 billion in federal contracting each year, and she leads initiatives to strengthen the acquisition workforce, leverage the government’s buying power, and improve transparency. Prior to joining OMB in 2001, Lesley served at the U.S. Department of Transportation as a contracting officer and policy analyst in the Office of the Secretary. Lesley is a Fellow of the National Academy of Public Administration and was recently recognized by FCW and 1105 Media with their top 2017 President’s Award as part of this year's Fed 100 awards. Lesley was also named as one of the Top Women in Technology 2017 by FedScoop Magazine, and was a 2008 winner of the Fed 100 Award. She received her Bachelor of Science in Commerce from the University of Virginia, her Master’s Degree in Public Administration from Virginia Tech, and she completed the Senior Executive Fellows Program at the John F. Kennedy School of Government at Harvard University.
