Mr. Harold “Hal” Hickman is the Acting Deputy Director for the Integrated Program Management (IPM), a division of the Acquisition Data and Analytics (ADA) office that serves as the Department of Defense (DoD) focal point for all policy, guidance, and competency relating to Earned Value Management (EVM)/IPM. He is serving in this role as a rotation from the Department of the Navy (DON) where he is the Director of the Naval Center for EVM (CEVM). He has served as the Director of the Naval CEVM for four (4) years and has been with the office for seven (7) years.

He has 25 years of professional experience, working in Industry for 5 years and as a public servant in the DoD for the last 20 years. He started his DoD career with the Defense Contract Management Agency (DCMA) Maryland office in July 2004 where he started working in EVM. He moved over to the DCMA Virginia office in February 2010 where he focused on conducting EVMS surveillances and compliances reviews. He served as a mentor to other DCMA Virginia EVM Specialists until joining the Naval CEVM in April 2017
