Mr. Robert A. Grubbs
Mr. Robert A. Grubbs left a permanent mark on the success of the current and future state of Department of Defense Ammunition Enterprise. He truly embodied Jim Shields’ passion, attitude, and dedication to the warfighter ammunition capabilities and the success of the ammunition portfolio to include requirements, resourcing, and fielding. Mr. Grubbs enlisted as a soldier in 1983 and continued his service until his retirement in 2025 as the Army’s Division Chief for the Munitions Management Division – 42 years. He was responsible for developing munitions management policy, risk analysis, and prioritization for Army training, test, and ammunition war reserve. Mr. Grubbs was a steady proponent of the warfighter and led numerous initiatives to improve the Army munitions requirements development, policy, prioritization, readiness assessments, and management processes resulting in him being widely recognized as the expert in all things munitions. Mr. Grubbs held many operational and leadership positions overseeing a diverse and deep program portfolio. His leadership, dedication to the warfighter and commitment to industry will endure in the spirit of the Jim Shields Lifetime Achievement Award.
