Justin A. Carder is the Chief Digital and Artificial Intelligence Officer (CDAO) within the Defense Contract Audit Agency’s (DCAA) Operations Directorate. He leads teams of Data Scientists, System Analysts, and Database Administrators to develop innovative solutions through emerging technologies to complex data challenges faced by the 4,500 employee agency. In addition, he serves as the pro tempore Chief Data Officer, overseeing DCAA’s Data Governance Program. He most recently received the Secretary of Defense Award for Excellence for completing a special assignment to the Pentagon in the Office of the Director of Administration and Management under the Office of the Secretary of Defense leading the development of automation in policy implementation data management. He began his career with DCAA as an auditor at the Reston Branch Office in 2009 after receiving his Bachelor of Science in Accounting from King's College. In 2014, he was promoted to the Field Audit Office Assistant for Quality of the SAIC Resident Office, ensuring audit reports were in accordance with Generally Accepted Government Auditing Standards (GAGAS). In 2015, he became a Supervisory Auditor at the McLean Branch Office, overseeing teams performing audits at two major defense contractors. Prior to his current position, Justin served as the Branch Manager of the Fairfax Branch Office, responsible for the performance and issuance of audits for over 300 defense contractors. Spending over a decade in public service, Justin is driven by leading people and change through wideranging government environments. Proficient in developing, implementing, and communicating a strategic vision for continued agency success and staff development, he has received a multitude of awards and commendations for initiatives in areas such as change management, investigative support, and cross-agency development platforms.
