Bio

CDR Thomas Sapp assumed duties as the C5I Service Center’s Product Line Manager for Mission Support Systems in 2023, providing life-cycle support for USCG financial,
human resources and medical information systems.

CDR Sapp began his military career in the U.S. Marine Corps from 1990 to 1994, working in signals intelligence. Following his honorable discharge, he obtained a Bachelor’s Degree in Electrical Engineering from Purdue University. He was employed as a computer hardware engineer at International Business Machines (IBM) for the next ten years. During this time, he also served as a volunteer fireman and Emergency Medical Technician.

He entered the Coast Guard in 2009 as a Direct Commission Engineer. His first tour was at the Operations Systems Center (OSC) where he served as a Project Officer. He then attended the Naval Postgraduate School in Monterey California where he graduated with honors, earning a Master of Science in Information Technology Management (ITM), and receiving the Rear Admiral Grace Murray Hopper Award for outstanding academics and leadership in ITM.

Following his graduate program, CDR Sapp served as the Operations Manager of the IT Support Division (J6) at United States Cyber Command (USCYBERCOM) where he led a multi-service DOD and DHS team in support of classified and unclassified systems. In 2016, he was assigned to Florida, assuming duties as the IT Division Head at the Base Miami Beach C4IT Department where he led personnel from 7 Electronics Support Detachments in support of District 7 missions. During his tenure, he supported incident response and recovery efforts for Hurricanes Matthew, Harvey, Irma, and Maria.

He then requested to return to OSC, serving as Data Center Services (DCS) Branch Chief for two years, as well as leading application development for Coast Guard Mobility. In recognition of his accomplishments, he received the Copernicus Award. Also during this time, CDR Sapp prepared DCS for transition to the Infrastructure Services Division (ISD) under the soon to be created C5ISC. Following the reorganization, he assumed duties as Section Chief with the C5ISC Engineering Services Division, Application Services Branch, where he helped lay the foundation for application engineering and support within C5ISC.

CDR Sapp is married to Jennifer Boyd-Sapp of Binghamton, NY. They have three children, Rachel, Gavin, and Zachary.
