Bio

Commander Biann Creque is a motivated, personable business professional with more than 18 years’ experience as a military officer. She is well versed in information security management, project management methodologies, organizational change management, risk management, project planning, team building, communication, and technical implementations of organizational change and software/hardware projects.

CDR Creque assumed the duties of the C5ISC – OIS-PLM on July 31, 2023.  She is responsible for all facets of mission execution for 38 enterprise applications used by 1M+ government and maritime users, a C5I property valued at $100M, and annual budget of $60M. She provides technical guidance and support to the CG Chief Information Officer, Program Office, and Cyber strategic planning initiatives. 

CDR Creque reports to the C5ISC having recently served as an Amazon Web Services fellow under the C5I Industry Training Program where she applied project management best practices to the U.S. Government Security & Compliance, Regulatory & Industry Security Engagement, and Audit Management Platform teams.

Previous operational assignments include Atlantic Area Operational C5I Branch Chief, Sector Miami Command Center and Operation Bahamas Turks and Caicos in Nassau Bahamas where she directed resources and collaborated with the FBI, DEA, ARMY, CBP & ICE to stop the flow of narcotics and migrants into the United States. Notable C5I assignment CGHQ Office of C4 and Sensor Capability Sponsors Rep, and the Command, Control, and Communications Engineering Center where she served as a Communication Engineer assigned to the Command Center Product Line.

During her career, CDR Creque has been extremely active in the local community she serves, spearheading numerous community service projects. She has participated in the DC’s Power Lunch, TutorMate, Boy & Girl Scouts, DCA’s Honor Flight, the Ambassador’s Primary School reading program, Boys and Girls Club, Partnership in Education, Habitat for Humanity, and the American Red Cross.

Her personal awards include the Coast Guard Meritorious Service Medal, Coast Guard Commendation Medal, Coast Guard Achievement Medal, Armed Forces Service Medal, Humanitarian Service Medal, and an Ambassador’s Award.

CDR Creque is a 1999 graduate of Charlotte Amalie High School, St. Thomas U.S. Virgin Islands. She holds a BS in Computer Information Systems from DeVry University, a MS in Quality Systems Management from The National Graduate School, and a MS in Computer Science from Old Dominion University.

CDR Creque currently resides in Suffolk, VA with her husband Kishawn and their two kids, Brandon (15), and Brianna (15). Their eldest son, Kishawn Jr, is a first-class cadet at the U.S. Air Force Academy and their other son, Joshua, is a third-class cadet at the U.S. Military Academy (West Point).
