Bio

Captain Kevin Carroll leads a diverse workforce of over 2000 government civilians, service members and contractors in the delivery of full spectrum C5I capabilities the Coast Guard requires to execute its 11 statutory missions. Prior to assuming Command, Captain Carroll served as the Chief of the Infrastructure Support Division at the C5ISC located in Alexandria, VA, where he oversaw the enterprise Information Technology (IT) infrastructure that is the foundation for Coast Guard administrative and operational IT systems worldwide.

Captain Carroll’s career is a mix of shore based C5I and sea-going tours. He served four tours on Coast Guard cutters including Commanding Officer of the Portsmouth, VA based medium endurance cutter, USCGC LEGARE. His other afloat tours include the USCGC SENECA based in Boston, MA, USCGC SITKINAK based in Key West, FL, and USCGC COURAGEOUS based in Panama City, FL. His non-afloat tours include Commanding Officer of the Telecommunication and Information Systems Command including the Coast Guard’s Ceremonial Honor Guard. Additionally, he served as the Offshore Patrol Cutter (OPC) Sponsor Representative, Chief of Engineering Development at the Loran Support Unit in Wildwood, NJ, and the Core Technology Manager for Command & Control and Intelligence/ Surveillance/Reconnaissance (C2/ISR) Systems at the Command, Control, and Communication Engineering Center (C3CEN).

He has served in both DOD and DHS Joint environments. From 2017 to 2019, he was dual hatted as Chief, Coast Guard Element and Chief, Program Management Division within the Capability Directorate (J9) of US Cyber Command located in Fort Meade, Maryland. He oversaw multiple programs delivering new offensive and defensive capabilities to the cyber warfighter. From 2016 to 2017, he was the first Deputy Chief of Staff for the DHS Chief Information Officer in Washington, DC.

Captain Carroll is a 1995 graduate of the U. S. Coast Guard Academy, where he earned a Bachelor of Science Degree in Electrical Engineering. Additionally, he earned a Master of Science Degree in Electrical Engineering from the University of Rhode Island in 2001 specializing in Digital Signal Processing and Communication Theory.

Captain Carroll’s awards include the 2015 AFCEA Information Technology Leadership Award and the 2004 US Naval Institute’s Copernicus Award, Defense Superior Service Medal, Meritorious Service Medal (x3), CG Commendation Medal (x2), CG Achievement Medal, and numerous team and unit awards.
