In Feb 2022 Mr. Soltis returned to the NBIS PMO as Special Advisor to the NBIS Executive PMO.

Prior to returning to the program as the Senior Advisor to the NBIS EPMO, Mr. Soltis was the NBIS PDO Lead, Mr. Soltis lead a complex team to deliver services to deploy DCSA systems to stakeholders and customers, elicit functional and training requirements from the customer base, deliver the training, and engage with users to insure a quality customer experience on DCSA IT systems.

The PDO Lead acts as an advisor to the EPMO to provide guidance and oversight in the areas of long-range program planning, leveraging evolving technology, program integration, capability deployment, and sustainment efforts that affect the PDO portfolio. The PDO Lead engages extensively with both internal DCSA organizations, DoD, as well as the entire Federal government in order to provide information about DCSA systems and to obtain requirements.

He was named as the PDO Lead in October 2020, and prior to that, Mr. Soltis served as the Solutions Manger in the PEO for the National Background Investigative Services (NBIS) program.

Sheldon Soltis Mr. Soltis joined the Defense Security Service (DSS) in Mar 1987 as a Special Agent in the Personnel Security Investigations Program. He was worked as an Investigator for twelve years before becoming a member of the Defense Security Service Academy in Linthicum, MD as an Information Technology Specialist Instructor in Jan 1998. In November 2004 he accepted a position at DSS Headquarters, Alexandria as the Acting Networks and Infrastructure Chief. In Mar 2005, Mr. Soltis became the Chief Technical Advisor for DSS.

In Mar 2008 Mr. Soltis moved to the Business Transformation Agency as the Program Manager for the Defense Information System for Security (DISS). He oversaw the development of DISS and the transfer of the program to DLA in Feb 2010. When DISS was transferred to DMDC in Mar 2015 Mr. Soltis began work at USD(I) as the Technical Advisor to the Director of Security. 

  Mr. Soltis started work at DISA on the NBIS program in Oct 2015 as the Solutions manger in the Program Executive Office (PEO). As the Solutions Manager he worked with customers to design solutions that are technically feasible while still meeting customers’ expectations. He also oversaw the coordination of requirements across Agencies and Departments between the NBIS Functional Owners and the PEO.

Mr. Soltis holds a Bachelor of Arts degree in Government and Politics from King’s College, a Master of Arts degree in International Affairs with a concentration in East Asia and International Economic Policy from the American University, and a Master’s of Science degree in Managing Information Systems from UMBC.
