Bio

Charles "Chuck" Tench started with Defense Security Service (DSS), now Defense Counterintelligence and Security Agency (DCSA), in 2011 and is the DCSA DISS to NBIS Functional Lead for Industry and Accessions (military recruiting).    

Prior to this, Mr. Tench had a successful Army career, served as a key member in establishing the recruiting policy in addition to providing systems integration expertise and leadership for the Army G1 - Directorate of Military Personnel located in the Pentagon. Following 9-11, Mr. Tench spearheaded the implementation of the Arabic Linguist hiring initiative and the Blue to Green initiative which facilitates the efficient transfer of service members between the Air Force, Navy and Army.

Mr. Tench also served as an Information Technology Specialist at DoD Business Transformation Agency (BTA) on the Defense Information System for Security (DISS). He then joined the Office of Personnel Management (OPM) as a Program Analyst for the Federal Investigative Services Division. As a trailblazer, Mr. Tench led the federal government implementation of Executive Order 13467 which authorized use of electronic adjudication for Secret eligibility within the Defense Department to include Industry.  He was an original member and continues to support the Performance Accountability Council's Program Management Office (PMO), a collaborative inter-department group responsible for driving government-wide improvement and identifying recommended solutions to further safeguard our personnel and protect our nation's most sensitive information within a Trusted Workforce framework.

With almost four decades of personnel security experience, Mr. Tench has led multiple transformation and improvement efforts with Department of Defense and cleared industry partners.  He is a change agent and was the driving force to transition all users to include non-DoD agencies to DISS and sunset Joint Personnel Adjudication System (JPAS).

Mr. Tench holds a Bachelor’s degree in Computer Information Systems and a Master’s degree in Quality Systems Management.
