Bio

Kevin Carney is a Program Analyst for the Department of Energy's Project Controls and Policy Division (PM-30). He supports the deployment of EVM policies and assessment methods and is responsible for reviewing contractor’s EVMS plans and verifying initial and continuing compliance with Industry standards. He has led the development of numerous policies evaluating contractor effectiveness, to include manufacturing, quality, EVMS and other business system reviews. 

 

Mr. Carney has over 35 years of professional experience in both the private and public sector.  He has worked in numerous assignments in both chemical processing and automotive industries, supporting both manufacturing operations and program management.  In the public sector he has worked for the Defense Contract Management Agency (DCMA) before his current work with the Department of Energy (DOE). He holds a Bachelor of Science in Industrial Engineering and a Masters of Science in Engineering Management from the University of Tennessee. Mr. Carney is a certified Acquisition Professional in the DAWIA Systems Planning, Research, Development, and Engineering, as well as DAWIA Level II certified in Production, Quality, and Manufacturing.
