Bio

Ed serves multiple roles for Systems Planning and Analysis, Inc. since joining SPA in November 2021 following over 37 years of civilian service to the Department of the Navy.

Ed retired from civil service as a member of the Senior Executive Service (SES) and Chief Engineer of Marine Corps assigned to Marine Corps Systems Command (MCSC) as
Deputy to the Commander, Systems Engineering and Acquisition Logistics. He was responsible for directing enterprise-level systems engineering in support of command
product lines and lifecycles to ensure MCSC provides end-to-end integrated, interoperable and certified warfighting capabilities.

Previously, Ed served as the 12th Division SES Technical Director at Naval Surface Warfare Center (NSWC), Panama City Division, where he led a diverse team of scientists
and engineers in support of research, development, test and evaluation mission sets, primarily in the littoral and coastal areas. He was responsible for executing more than 150
projects, overseeing 1,500 employees, managing an annual budget in excess of $700 million, and meeting annual operating business goals for carryover, overhead and net
operating results.

Ed joined the staff of the NSWC headquarters in 1997 and held positions of increasing responsibility, culminating in Deputy Technical Director in 2005, and promotion to Senior
Scientific Technical Manager (SSTM) in 2011, responsible for advising the SES Technical Director in the day-to-day technical and corporate operations of an $8 billion (16,000
employees) enterprise with technical capabilities that span the acquisition life cycle of research, development, test and evaluation, engineering, and Fleet support for a broad
array of product areas, including: force level warfare systems, ships and ship systems, surface ship combat systems, littoral warfare systems, Navy strategic weapon systems,
ordnance, and homeland security. He also spent two years as the Base Realignment and Closure Project Manager with Naval Sea Systems Command executing budgets in excess
of $2 billion.

Ed began his professional career with the Naval Sea Combat Systems Engineering Station in Norfolk, Virginia, supporting the current and future Fleet for combat support systems. He served as member and advisor of the Warfare Center Implementation Management Group, establishing both the Naval Undersea and Surface Warfare Centers in 1992.

An Old Dominion University alum, Ed received a Bachelor of Science degree in Electrical Engineering in 1985 and a Master of Business Administration degree in 1994. In 2009, he became a Massachusetts Institute of Technology Fellow after completing the Distinguished Seminar XXI Program. He was promoted to Senior Scientific Technical Manager in 2011, and the Senior Executive Service in 2012.

Ed has received numerous awards, including the Navy Superior Civilian Service Award in 2010, 2020 and 2021.
