Bio
Mr. Scott Adams was born in Natick, Massachusetts. After graduating from Central Connecticut State University with a Bachelor degree in Business Administration (Finance), he was commissioned a Second Lieutenant in the U.S. Marine Corps.
Mr. Adams served initially as an Artillery Officer and later as a Logistics Officer. Throughout his 22 year career, he served in various operational and supporting units to include to an artillery battalion, Marine Wing Support Squadron, MEF headquarters, and recruiting command District headquarters, and completed two Western Pacific deployments.
Mr. Adams attended the Naval Postgraduate School in Monterey, CA, and graduated with a Master of Science degree in Systems Acquisition in 1999. He was assigned to Marine Corps Systems Command, Quantico, VA and has served as an active duty Marine or a DoD Civilian in the following positions:
 Program Manager, Supply and Maintenance Systems
 Program Manager, Transportation Systems and Business Information Systems
 Program Manager, Command Information Systems
 Team Leader, Armor and Load Bearing Systems, Program Manager Infantry Combat Equipment
 Program Manager, Combat Support Equipment
 Deputy Program Manager, Intelligence Systems
Mr. Adams has deployed 5 times as a DoD Civilian. He served as the Marine Corps Systems Command’s Liaison to Multi-National Force West in Fallujah, Iraq from November 2007 to January 2008, Regional Command-Southwest at Camp Leatherneck, Afghanistan from March to October 2010 and again from October 2012 to May 2013. He deployed to Kabul, Afghanistan as a member of the Defense Security Cooperation Agency’s Ministry of Defense Advisor program, where he served as the Senior Procurement and Finance Advisor to the Minister of Interior Affairs from March 2017 to April 2019 and again from July 2020 to June 2021.
Mr. Adams is a member of the Defense Acquisition Corps, certified at Level III for Program Management and Level II for Life Cycle Logistics. He attained commercial certifications as a Project Management Professional, a Supply Chain Professional, and in Production and Inventory Management. Mr. Adams has completed both the Program Manager’s Course (PMT-401) and Executive Program Manager’s Course (PMT-402) offered by the Defense Acquisition University. He has been awarded the Joint Meritorious Civilian Service Award and the Meritorious Civilian Service Medal for his performance as a Senior Procurement and Finance Advisor in Afghanistan.
Mr. Adams is currently serving as Program Manager Ammunition where he is responsible for the total lifecycle management of Class V(W) within the Marine Corps.
Mr. Adams married his wife Donna in 1981 and they have two children. Their son Thomas is a Technical Sergeant in the United State Air Force stationed at Homestead Air Reserve Base, Homestead, FL and their daughter Kathryn and her family live in Fredericksburg, VA
