Mr. Douglas L. Marker is the Technology Manager of the Navy Program Executive Office, Integrated Warfare Systems (PEO IWS). As part of his duties, he has managed the PEO IWS SBIR/STTR programs since FY2002. He also serves as the NAVSEA Rapid Innovation Fund (RIF) Execution Manager.

At the Joint level, he served as a Charter Member of the former BMDO Joint Technology Board (JTB), which assisted BMDO in developing their first Master Technology Plan. Other multi-service assignments, which he has completed, are Chairman of the Carbon Fiber Tri-Service Risk Analysis Committee, Test Engineer for Tri-Service Quick Response Effort during the Iranian Hostage Crisis, and Member of the Tri-Service Chaff Committee.

He has served as the Technology Director of two former Navy Program Executive Offices, PEO TAD and PEO TSC.  These organizations were the acquisition offices for Navy Surface Weapons Systems including Navy Theater Ballistic Missile Defense Systems. Mr. Marker was responsible for identifying new technologies that responded to PEO system needs identified through system engineering processes. He directed the establishment of the Technology Information Center at NSWCDD. He interacted with Services, ONR, the former BMDO, Senior Management, Program Managers, Fleet Representatives, Sponsors, Navy System Commanders, Field Activities and Industry to align support and resources for the transition of technologies into PEO systems. He represented the Program Executive Offices in technology programs such as ATD, ACTD, SBIR/STTR, ManTech, DUAP, and Affordability. Additionally, he represented these Offices at various formal technology related forums such as OSD TARAs and ONR annual technology reviews.

Mr. Marker has been instrumental in establishing or overseeing many technology efforts. Examples include multiple ATDs, Polymorphous Computer Architecture/HiPer-D effort, CTO Reactive Materials Enhanced Warhead Deal, and Rapid Technology Transition Deals. He was officially recognized for his role in the establishment of the CTO ‘Deal’ by Dr. Buchanan, DASN (RDA), January10, 2001. In 2002, he was recognized for Meritorious Civilian Service. In 2019, he received the Champion of Small Business Technology Commercialization Award from the Small Business Technology Council for overseeing the PEO IWS Phase II to Phase III transition rate that grew from 35% to as high as 56%, resulting in over $1 billion in Phase III funds. (Currently this number is over $1.7 billion.) He was a member of the NAVSEA Team that received the 2019 DoD Small Business Vanguard Award.

His program management experience covers a broad spectrum of technologies: High Frequency Surface Wave Radar, Ku/W-band Precision Tracker, Counter LO, Stealth, Chaff Effectiveness, EO/IR components, Lasers, Composites and Materials, and Cold Gas Shock Tube. He has served as the principle investigator in Independent Research and Development associated with novel composite materials and deployment techniques for absorbing chaffs. In graduate studies, he investigated Fermi surfaces of cobalt whiskers at low temperatures.

Mr. Marker received his bachelor's degree from Weber State College and master's degree from the University of Virginia, both in physics. He is married to the former Kathleen Reeve. They have eight children, 28 grandchildren, and 6 great grandchildren.
