COL Victor Huang is responsible for concept generation and experimentation for Singapore’s defence. He is also responsible for R&D master planning for maritime systems and C3 (command, control, and communication) systems.

In his previous appointments, COL Huang was Head of Naval Intelligence (N2), as well as Head of the Force Transformation Office (Dy J5) in the Joint Staff. A naval officer by vocation, he previously commanded two missile corvettes and a patrol vessel. He received his education at the California Institute of Technology, the Stanford Graduate School of Business, and the U.S. Naval War College. He has published in the Naval War College Review and Pointer.
