Bio

Mr. John M. Bier currently serves as the Program Director for the Command and Control, Battle Management and Communications (C2BMC) Program, Missile Defense Agency (MDA) in Huntsville, Alabama. As the program director, he is responsible for the design, development, integration, test, fielding and operations of the BMDS Command and Control, Battle Management, and Communications and the Ballistic Missile Defense System OPIR Architecture (BOA) programs. He ensures the weapon and sensor elements are fully integrated with each other and with external systems to provide optimum flexibility and operational effectiveness for the warfighter. Mr. Bier leads over 300 military, government civilians and contractors and executes a $2.7B program dispersed over four continents.

Mr. Bier entered the Senior Executive Service in July 2010 and was appointed to the Deputy Program Director, C2BMC. He was responsible for implementing policy development decisions while ensuring the integrity of approved plans / strategies for the design, development, integration, test, fielding, and operations of the C2BMC System. Two months later, in September 2010, Mr. Bier was promoted to the position of Program Director for C2BMC.

His previous positions include Deputy Program Director for the Ground-Based Midcourse Defense (GMD) Joint Program Office (JPO); Deputy Project Manager, Chief Engineer, and Systems Engineering Director over a 9 year period in the Terminal High Altitude Area Defense (THAAD) Program Office; Principle Deputy for Systems Acquisition, U.S. Army Aviation and Missile Command; 14 years in the Close Combat Assault Weapon System Project Office developing TOW missile variants and 4 years in the Hydra 70 Rocket Management Office.

Mr. Bier attended the University of Alabama and graduated with a Bachelor of Science Degree in Aerospace Engineering. He is a certified Level III Acquisition Professional in program Management and Engineering.

Mr. Bier has been awarded the Presidential Meritorious Rank Award; the Secretary of Defense Service Medal for Exceptional Service; the Department of the Army’s Commander’s Award for Civilian Service; the recipient of the Technology Achievement in Missile Defense Award and inducted into the Honorable Order of Saint Barbara for his contributions to the U.S. Army’s Air Defense.
