Bio

Mr. David F. Tervonen currently serves as the Deputy Director of the Earned Value Management Division within the Office of Acquisition, Analytics, and Policy and Office of Assistant Secretary of Defense (Acquisition). In this capacity, he is responsible for all matters pertaining to EVM policy and guidance, communications and outreach, program interface, Integrated Performance Management methodologies, IPM data governance, and functional leadership.

Prior to joining the OSD, Mr. Tervonen served as the Director of the Naval Center for EVM from July 2014 – July 2019. In this role he was responsible to ensure the effective and consistent implementation of EVM across all Navy and Marine Corps programs that meet application thresholds.

Mr. Tervonen has 17 years of experience in the Department of Defense, serving in a variety of capacities, to include Defense Contract Management Agency (DCMA) program integrator, DCMA EVMS Compliance, Department of Army engineer, and CNC programmer/machinist at Balad Air Base, Iraq.

Mr. Tervonen has earned a Master of Strategic Studies from the United States Army War College, a Master of Business Administration from Virginia Tech, and a Bachelor of Science in Mechanical Engineering from Michigan Tech.
