Examines the complementary relationship between security assistance and security cooperation and the interaction between the Departments of State and Defense. Previews the eight major security assistance and security cooperation programs. Discusses the conventional arms transfer policy (CATP), the requirements for Congressional notification, and potential sanctions against countries.

Provides a review of the next three phases of the life cycle of the FMS Process to include Request, Offer and Acceptance. Provides an in-depth look at a sample LOA, to include Standard terms and Conditions, LOA Notes and the LOA Information section which defines the various codes used throughout the LOA. The lesson will focus on the LOA information that should be included in the procurement contract between Industry and the DoD, and the impact that LOA information has on Industry's ability to execute the program.

Topics include initial and follow-on support for FMS purchases, logistics organizations, life-cycle costs, order processing, materiel distribution, and transportation, with emphasis on those logistics support programs that involve defense industry.

Presents a basic outline of the legal relationships that exist between the USG and the international customer; the U.S. contractor/vendor and the USG; and the foreign government and the U.S. contractor within the context of government contracts and offset agreements.

Provides a review of the financial aspects of FMS including payment terms, credit, trust fund accounting, and financial forecasting. Students will discuss the pricing policies and procedures applicable to FMS material and services furnished from inventory and from new procurement. Students will discuss the billing cycle and the role of the Defense Finance and Accounting Service (DFAS) and the Implementing Agency (IA).

Students will complete a practical exercise comparing the pros and cons of each system, using information from previous lessons.

Reviews and applies information presented during previous lessons. Discusses criteria for effective and efficient development of Letters of Request. Students gain an appreciation for the holistic approach in defining requirements and the tools available to the international partner, the SCO, and industry in LOR development. Students review a typical LOR to determine flaws and decide on methods to improve the product.
