Bio

Jonathan Etherton founded Etherton and Associates, Inc. after 21 years of working in and with Congress and the Executive Branch on national security funding and acquisition policy issues. Now with 35 years of experience working with the Department of Defense, the House and Senate Armed Services and Appropriations committees, as well as with the Defense Department and the Federal agencies, he provides clients with expert advice and full-service representation.

Jon began his career by serving 18 years as a staff member in the United States Senate. 14 of those years were spent on the Senate Armed Services Committee, where he was responsible for managing acquisition policy and budget issues before the Subcommittee on Acquisition and Technology. Serving as the principal Republican committee staff member for acquisition policy and reform from 1985 to 1999, he played a leading role in supporting the development and enactment of such legislation as the Federal Acquisition Streamlining Act of 1994 and the Federal Acquisition Reform Act of 1996 (also known as the Clinger-Cohen Act).

After leaving Capitol Hill in 1999, Jon Etherton served first as Assistant Vice President, then Vice President, for Legislative Affairs at the Aerospace Industries Association of America. From 2005-2007, Jon served on the Acquisition Advisory Panel (“SARA Panel”), a federal advisory committee. There, he reviewed and made recommendations on all federal acquisition laws, policies and regulations for fiscal year 2004.

Jon currently holds the following positions:

-Director on the Procurement Roundtable;
-Member of the board of advisors for the National Contract Management Association;
-Member of the board of directors for the Coalition on Government Procurement;
-Trustee at the Subcontract Management Institute;
-Member of the board of directors of the American Foreign Policy Council;
-Senior Fellow for Acquisition Reform at the National Defense Industrial Association.
-He is the co-author with Will Goodman of Pathway to Transformation: NDIA Acquisition Reform Recommendations, submitted to the House and Senate Armed Services Committees in November 2014.

Jon has received special recognition and several
awards:

-Federal Computer Week Federal 100 Award (1995)
-Information Technology Association of America Procurement Innovation Award (1999)
-David D. Acker Skill in Communication Award from the Defense Acquisition University Alumni Association (2004)
-Induction into the Defense Acquisition University Hall of Fame (2008)
-2015 Herbert Roback Memorial Award for contributions to the betterment of public contracting by the National Contract Management Association (2015)
