JOANNE B. HAWKINS, Professor
PROFESSIONAL HISTORY
Dr. Joanne Hawkins is the lead Security Cooperation (SC) Process instructor at the Defense Institute of Security Cooperation Studies (DISCS). She holds a doctorate degree in adult education and instructional design from Capella University, MN, and is responsible for all SC policy and process-oriented content in DISCS courses. From 1996 to 2014 she was the lead instructor of SC Logistics, specializing in supply management, distribution, transportation, technology transfer and export control topics. She designed and managed the DISCS Foreign Military Sales (FMS) Logistics Support Course. Dr. Hawkins is also a lead instructor of FMS financial management and general security cooperation programs. Dr. Hawkins served 21 years as an Army logistician in the Quartermaster Corps from 1980 to 2001 before transitioning to a civilian career with DISCS. While in the Army, Dr. Hawkins taught logistics for the Army Quartermaster Center and School’s Officer Advanced Course at Fort Lee, VA, and served as the Course Management and Educational Product Development branch chief for the QMCS. Dr. Hawkins held additional logistics management assignments in Fort Bragg, NC, Korea and Germany, before her final assignment at Wright-Patterson AFB, OH, where she retired, and subsequently was hired in 2001 by the Defense Institute of Security Assistance Management to develop and oversee logistics instruction for the FMS community. She has published articles on logistics and foreign military sales support in the DISAM Journal, the Army Quartermaster Magazine and the Army Logistician magazines.
