The C4ISR June 5 Breakfast Speaker has changed! The Speaker will now be Mr. Kevin Fahey, Executive Director for Agile Acquisition, Office of the Assistant Secretary of the Army (Acquisition, Logistics & Technology).

Speaker Biography

Effective June 1, 2014, Mr. Kevin M. Fahey will be the Executive Director for Agile Acquisition, Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology). Mr. Fahey is a direct report to the AAE and will continue to implement the Agile process for the Army and support Army acquisition.

Mr. Fahey was selected for the Senior Executive Service in February 2000. As the Program Executive Officer for Combat Support & Combat Service Support (PEO CS&CSS), he is responsible for all activities necessary to develop, produce, field and sustain tactical vehicle systems and force projection equipment that supports and safeguards our Armed Forces fighting across the globe. He is responsible for the life cycle management of 350+ diverse systems, to include all of the Army’s tactical wheeled vehicles (including the family of Mine Resistant Ambush Protected Vehicles and the Joint Light Tactical Vehicle) and critical Soldier support systems (force projection equipment, petroleum and water systems, construction and material equipment, and tools and diagnostics equipment), across 24 product lines. He oversees the execution of an approximately $10 billion annual budget for all combat support and combat service support equipment and develops a workforce of over 1,100 employees. In October 2012, Mr. Fahey also assumed duties as the Joint Program Executive Officer for the MRAP Family of Vehicles, which were being transitioned to Service-led responsibility throughout Fiscal Year 2013.

During his tenure as the Program Executive Officer for Ground Combat Systems, Mr. Fahey was responsible for the life cycle management and systems integrator of the Army’s ground combat vehicle programs, leading Army Transformation for the future force. His portfolio included the heavy brigade combat platforms such as the Abrams, M113 and Bradley Fighting Vehicles, along with the Stryker Brigade Combat Team and the Joint Lightweight Howitzer Systems. He successfully executed a budget of $11 billion on 2007, $4 billion in 2006 and $5 billion in 2005. In 2007, Mr. Fahey was identified by the Department of Defense to lead the Army’s Mine Resistant Ambush Protection program, delivering over 9,000 MRAP vehicles in less than 24 months to Iraq and Afghanistan in support of an urgent combat need.

Operating as the Deputy Program Executive Officer for Ammunition, he was responsible for management of critical Army ammunition programs and personnel. Mr. Fahey effectively managed cost, schedule and performance parameters across the Army’s ammunition programs to include: equipping Soldiers with combat ammunition, fire combat and ammunition training support for dismounted Soldiers, combat and tactical vehicles, helicopters, Naval vessels and high performance aircrafts.

As the Senior Technical Executive, Close Combat Armament Systems, U.S. Army Armament Research, Development and Engineering Center, Mr. Fahey served as the Research and Development Director for armament and munitions systems. He was the senior technical expert of smaller, lighter and more lethal munitions which increased mobility and counter-mobility of the Army’s operating forces.

Mr. Fahey graduated from the University of Massachusetts in 1981 with a Bachelor of Science Degree in Industrial Engineering/Operations Research. Upon graduation from college, Mr. Fahey attended the Quality and Reliability intern program at the DARCOM Intern Training Center, Red River Army Depot in Texarkana, Texas.

He has been the recipient of the Distinguished Presidential Rank Award, the Department of the Army, Decoration for Exceptional Civilian Service Award, the Department of the Army, Meritorious Civilian Service Award, the Superior Civilian Service Award, and he has been inducted into the Honorable Order of Saint Barbara. He completed the Advanced Program Management Course at the Defense Systems Management College.

C4ISR Division

The C4ISR Division is comprised of two committees: C4 and Intel. The focus of the two committees is on OSD and Defense Intelligence at the Operational and Tactical Levels as follows:

C4 Committee provides a forum for industry and government to address:
      -secure information sharing environment
      -trusted information networks and collaboration among those involved
      -information operations
      -joint network operations
      -data strategy and data movement architectures
      -enhanced knowledge management and decision support systems
      -actionable situation awareness

Intelligence Committee provides a forum for industry and government to address:
     -global awareness
     -persistent ISR
     -intelligence collection and analysis
     -MASINT programs and delivery systems
     -SIGINT and imagery (video) collection and dissemination
     -INTEL Fusion Centers
     -actionable intelligence
