Introduction

Dr. Robie Samanta Roy, Defense Science and Technology Advisor, Senate Armed Services Committee

In his role as S&T advisor to the SASC, Dr. Roy is especially well-positioned to gain exclusive insights into the S&T implications of the strategic choices facing our Nation today, the S&T tradeoffs dictated by defense spending pressures, and the economic threat posed by the decline of America’s STEM workforce. 

Educated and broadly experienced in space and aeronautics, C4ISR, missile defense and international relations, his prior service in the White House OSTP further polishes his credentials as a seasoned S&T policy and strategy expert.

Fresh from negotiations between House and Senate Armed Services Committees that produced the just-announced 2014 National Defense Authorization Act, Dr. Roy will have first-hand knowledge and insight into the S&T-related compromises and trade-offs made to ensure an NDAA was passed before the end of the year.

Biography
Dr. Robie Samanta Roy joined the Senate Armed Services Committee as a Professional Staff Member in March 2010.  He has the broad area of responsibility for the Department of Defense’s wide spectrum of science and technology-related activities.  His primary duties are to advise Members on legislative issues and oversight matters, and assist Members in developing and implementing legislative and policy positions. 

Dr. Robie came to this position from the White House Office of Science and Technology Policy where he was the Assistant Director for Space and Aeronautics from September 2005 to November 2009 and was responsible for space and aeronautics activities ranging from human space flight to the Next Generation Air Transportation System. Prior to that, he was a Strategic Analyst at the Congressional Budget Office (CBO) where he was responsible for studies on military and civil space, missile defense, international relations, and other strategic forces issues. Prior to CBO, he was a Research Staff Member in the Systems Evaluation Division of the Institute for Defense Analyses (IDA) in Alexandria, VA where he conducted studies related to Command, Control, Communications and Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems.

Dr. Robie holds a PhD in aeronautics and astronautics from MIT, as well as a Master’s degree in Space Policy from the George Washington University and diplomas from the International Space University and Institut d’Etudes Politiques de Paris. Dr. Robie is currently a Major in the U.S. Air Force Reserve.

Gentlemen are required to wear a coat and tie and ladies attire should be of a comparable degree of formality. Short sleeved uniforms may be worn in The Club when it is the prescribed uniform of the day by respective military services.
