Introduction

Background
In 2005 the U.S. House of Representatives established the Congressional Modeling and Simulation Caucus, composed of members who either have an economic interest in M&S activities or have concerns about the advancement of technology in the U.S. The Caucus has about 40 Members and is currently chaired by Congressman Randy Forbes (R) of Virginia.  The purpose of the Caucus is to promote the growth of M&S activities throughout the U.S. through advocacy and legislation. Actions taken by the Caucus to this point have been very encouraging. House Resolution 487, which declared M&S a "National Critical Technology," was passed by the House in June 2007. Most recently, legislation has been proposed for inclusion in the Higher Education Act that would offer attractive incentives to colleges and universities across the country for the establishment of programs dedicated to the study of M&S.

The Congressional Modeling & Simulation Caucus began a series of annual meetings under the title "M&S Leadership Summit" in 2006. These events are designed to bring together key members of the M&S Community of practice from industry, government and academia to discuss issues facing the M&S community at large. The first two summits were based on a topical agenda designed to discuss and debate progress in work force development, business practices, and technology. The focus of the 2008 Summit was education, and the theme was "Education: Enabling Modeling and Simulation, a National Critical Technology."

This Event
The Modeling and Simulation Congressional Caucus Leadership Summit is an annual event sponsored by the National Training and Simulation Association (NTSA) in support of the Modeling and Simulation Congressional Caucus.  This year’s Leadership Summit will be held on Monday, February 10th at the Founder’s Inn in Virginia Beach, Virginia.  The overall objective of this summit is to bring leaders from across the country together to define the needs for the growth and expansion of the modeling and simulation industry across the country.  This year’s event will focus specifically on identifying a small set of specific initiatives based on Congressional priorities for the next two years.  

 The focus of this year’s Modeling and Simulation Congressional Caucus Leadership Summit will be to emerge from this event with one or two major, specific, actionable initiative to take to Capitol Hill for action.  The initiatives will be determined through:

An introduction by Congressman Forbes and other members of the Caucus delineating their priorities for the next two years that can be affected by the use and application of modeling and simulation technologies

A panel discussion by key leaders from at least three State Governments on what support they need from the federal level to achieve these priorities through growth of M&S capabilities within their states

A discussion by leaders who work issues on Capitol Hill on a regular basis to describe the ways in which these initiatives can be addressed and what specific steps need to be taken

A discussion by participants on the development of the detailed actions/language, etc. that must be achieved, along with the timelines for achieving these actions.

The goal at the end of the day is to have a plan of action to further these initiatives,
