Introduction

A major conference focusing on improving acquisition and performance of Defense programs and systems, including net-centric operations and data/information interoperability, system-of-systems engineering and all aspects of system sustainment, will be convened in San Diego, CA, October 22-25, 2012.  This conference is sponsored by the National Defense Industrial Association, Systems Engineering Division, with technical co-sponsorship by IEEE AES, IEEE Systems Council and the International Council on Systems Engineering, and is supported by the Deputy Assistant Secretary of Defense for Systems Engineering within the Office of Under Secretary of Defense for Acquisition, Technology and Logistics.

The NDIA Systems Engineering Division is proud to announce that the last day of the 15th Annual NDIA Systems Engineering Conference will be Air Force Systems Engineering Focus Day. Thursday October 25, 2012 will begin with a panel of AF 3-star Generals discussing the importance of systems engineering within their commands and they will entertain questions from the audience. Then a panel of V Ps of Engineering from industry will give their perspective and also entertain questions from the audience. The luncheon speaker will be an AF 4-star General from an AF Major Command. The afternoon will be comprised of discussions by the Directors of Engineering from six AF Centers; LCMC, SC, AFRL, AFNWC, AFTC, and SMC with audience interaction. This promises to be highly informative and not to be missed.

Background
The Department of Defense continues to seek ways to improve the acquisition of military equipment and capability to assist the warfighter in protecting the U.S. and its allies, and help oppressed nations around the world in a complex environment of ever-changing threats and conditions. The recently enacted Weapon Systems Acquisition Reform Act (WSARA) of 2009 defines Systems Engineering as a key player in helping effect improvements in defense acquisition and program execution, to achieve more effective and affordable military systems. Systems Engineering is the “umbrella” engineering function that serves as the key integrating function for successful program execution and helping maintain the balance between requirements, performance, cost, schedule, and overall effectiveness and affordability. Systems Engineering principles embody strong technical and risk management aspects, for the acquiring program office as well as the prime and subcontractors. Strong emphasis on systems engineering throughout the program, especially in early development planning, is a key enabler of successful programs and fielded defense systems. The Annual Systems Engineering Conference explores the various roles of systems engineering from all aspects and perspectives—pragmatic, practical and academic—and brings key practitioners together to work on effective solutions to achieve a successful warfighting force.

Conference Objectives
This conference seeks to create an interactive forum for Program Managers, Systems Engineers, Chief Scientists, and Engineers and Managers from the Requirements, Design, Verification, Support, Logistics and Test communities from both Government and Industry.  The conference will provide the opportunity to shape policy and procedures by exchanging innovative tactics and lessons learned.

The primary objective of the 15th Annual Systems Engineering Conference is to provide insight, information and lessons learned into how we can improve the overall performance of defense programs via a better, more focused application of systems engineering that will lead to more capable, interoperable and supportable weapon systems for the warfighter, with reduced total ownership costs, to help our military meet its current and new mission area and capabilities requirements.  Technical and management presentations are a key tactic in achieving this objective.  To this end, you are invited to submit a short (5000 characters maximum) abstract of a presentation for a session as listed below.  Abstracts must fully describe the planned content and how the presentations will advance the objectives of the conference and session.  All accepted presentations will be delivered at the conference in electronic format; full papers are optional and are not required.  Abstracts must include the following administrative information: presentation title, author’s name, title, e-mail address, phone number, mailing address and organization, and the conference session targeted.

Abstracts will only be accepted through this web link, and all required information must be completed. Upon completion of the required information, you will receive an e-mail confirmation. Conference presenters are not precluded from registration and conference fees.

Tutorial Proposals
On Monday, October 22, 2012, we will conduct a series of systems engineering, interoperability, modeling & simulation and best practices tutorials.  Tutorial proposals should be submitted just as abstract submittals through the web link provided above.  Please indicate that the submittal is for a tutorial in the submission title.  Tutorials can either be a half or full day, depending on the content, and should relate to the subject matter of the conference.  Tutorial proposals must be submitted by Friday, June 22, 2012.

Display Information

An area will be available for the setup of displays to demonstrate your company or organization’s unique tools or capabilities. The display registration fee will include one individual conference registration, table, chair and electrical hook-up.  Displays will be tabletop or “pop-up” style.  Allocated display space will be 10 ft. wide by 6 ft. deep.   Although computer systems for demonstration are OK, minimal hardware should be utilized.  No formal decorating company will be involved.  Companies must bring their own displays and plan to do their own set-up.  Standard draped folding table and chair will be provided for each display space.
