Introduction
The 28th Annual National Test and Evaluation Conference will focus on the proper role(s) of Test and Evaluation in our Defense System Requirements Process. Experiences gained through years of testing and evaluating successful and unsuccessful systems provide the T&E community with a unique perspective on what constitutes valid, measureable (i.e. testable), realistic and achievable requirements.
In an era of shrinking defense budgets and increasing calls to eliminate wasteful spending on unnecessary or “gold-plated” systems reliant on immature or unproven technology, we need to examine, consider, and implement ways the T&E community can accomplish the DOT&E’s initiative of engaging early and throughout the systems development process to improve the requirements process and, in the end, better serve our Nation and its warfighters.
The role of the T&E community cannot simply be to serve as a blindfolded adjudicator providing a thumbs-up or thumbs-down verdict on the test results. The T&E community offers decades of insights into how systems work and how they tend to fail, the demands of the acquisition cycle including needed equipment, ranges, evaluation techniques and M&S tools, lessons learned from earlier systems development successes and failures and a host of other expertise which needs to be brought to the systems development process to achieve T&E’s full contributions. The conference will address the potential roles legislatively, organizationally and in practice that the various Departments of Defense and Homeland Security have and could have in this process.
A Conference White Paper will be published following the conference summarizing the discussions, recommendations and actions to be taken to improve the system requirements process.

Directions to the Conference Location From the North:Take Interstate 95 South to South Carolina.Take Exit 8 onto Highway 278 East and follow 16 miles to Hilton Head Island. After crossing the bridges onto Hilton Head the road will split, bear right onto Business Highway 278. After the split, continue 3.5 miles to Port Royal Plantation. Turn left at the light into the Port Royal Plantation entrance.

Cancellation Policy: All cancellations before March 2, 2012 will receive a refund minus a cancellation fee of $75. Refunds will not be given for cancellations after March 2, 2012.

Display Information NDIA invites you to display at the 28th Annual National Test & Evaluation Conference, where you will have the opportunity to showcase your capabilities to conference attendees. Displays will be centrally located at the conference.
The display registration fee is $1,800 which includes one individual conference registration, table, chair and electrical hook-up. Displays will be tabletop or “pop-up” style. Allocated display space will be 10 ft. wide by 6 ft. deep.
Although computer systems for demonstration are OK, minimal hardware should be utilized. No formal decorating company will be involved. Companies must bring their own displays and plan to do their own set-up. Standard draped folding table and chair will be provided for each display space.
