Introduction
The C4ISR Division is comprised of two Committees---C4 and Intel. The focus of the two Committees is on OSD and Defense Intelligence at the Operational and Tactical Levels as follows:
C4 Committee provides a forum for industry and government to address:
- secure information sharing environment
- trusted information networks and collaboration among those involved
- information operations
- joint network operations
- data strategy and data movement architectures
- enhanced knowledge management and decision support systems
- actionable situation awareness
Intelligence Committee provides a forum for industry and government to address:
- global awareness
- persistent ISR
- intelligence collection and analysis
- MASINT programs and delivery systems
- SIGINT and imagery (video) collection and dissemination
- INTEL Fusion Centers
- actionable intelligence
The primary objective of the Division is to work with the Under Secretary of Defense for Intelligence and the Assistant Secretary of Defense (Networks, Infrastructure and Information) who provide the government liaison advisors and overarching sponsorship for the Division’s respective Committee activities. Within this framework the C4 and INTEL Committees seek out the challenges confronting the Director Intelligence, J2, Joint Staff, Defense Intelligence Agency, Combat Commands, and Military Services to solicit an industry view and assistance in providing C4ISR solutions. The C4ISR Division has representation from a wide variety of industry members - from small businesses to Fortune 100.
The Division provides continuous contributions to US national security through:
- Studies performed by industry subject matter experts for the identified USD(I) and ASD(NII) areas of need.
- Sponsorship of national symposia, seminars, and workshops on C4ISR and related topics such as Disruptive Technology.
- Communication exchange forums via regular meetings with DoD civilian and military leaders in cooperation with local NDIA Chapters.
A unique and first-ever-of-its-kind accomplishment by the Division was the initiative taken by the Division to envision, champion and lead an industry Actionable Situation Access Pull (ASAP) project. ASAP solicited from industry members existing C4ISR products to demonstrate secure and trusted information sharing. ASAP was proposed to OSD with the support of DISA and the COCOMs to become a funded new start FY 2005 Advanced Concept Technology Demo—ASAP ACTD. The uniqueness is rooted in not only the industry championship but also the use of IRAD resources to match the DOD’s in the execution of the ACTD.
Other examples of the Division’s “product” contributions include:
- Sponsorship in cooperation with DDRE the Annual Disruptive Technology Conference convened 2004, 2005, 2006 and 2007 (planned)
- SSGN C4ISR Requirements for N8 and SOCOM
- Peer Competitor Technology Study for NASIC
- Satisfying the persistent ISR COCOM needs using commercially available service providers for JFFCC-ISR (under development)
Division championed studies and symposia are executed by either the C4 or INTEL Committees with the advice and consultation from a sponsoring DoD activity. All activities are agreed upon in advance through a terms of reference (TOR) document signed by both parties. In addition, each year at our awards dinner, the Division bestows The Dr. Eugene Fubini (known as the “Father of C3I”) Award for a study team member from industry for outstanding contributions to a sponsored effort. Further, the Chairman's Award is given each year to recognize individual Division members who have made outstanding contributions to the mutual benefit of NDIA and the Division.
The C4ISR Division warmly welcomes active participation by member companies. It is our goal to support the strategic objectives of NDIA, our members and customers. It is though these cooperative activities that the mutual best interests of the nation are best served.
