Introduction
"The link between the Battlefield & Borders" is the challenge to "find the needle", those individuals who may do harm to Americans and the Nation, in the “national haystack” of data and agencies on foreign battlefields and within our borders. New technologies are moving key biometric data but bureaucratic stovepipes and walls remain. HSPD-24 calls for a "layered approach" which acknowledges the separate sovereign jurisdictions of Federal, State, local, and tribal authorities that inadvertently create these stovepipes. To promote an integrated process, HSPD-24 provides a Federal framework for storage, use, analysis, and sharing of data which are key start points for solutions among the numerous agencies. This conference will foster discussion focused on exploring steps toward creating an architecture to accommodate the use of biometrics to support current and future federal, state, local, international, and private sector missions.
