Q: Who is considered a “First Responder” for free admission purposes?
A:
The following categories of personnel with government-issued credentials are covered by the free admission:
Uniformed Law Enforcement:  Federal, state, county, city, town(ship), tribal, and military police (must be badged or commissioned military police, security police, harbor patrol, shore patrol based on a military post, camp, station, base, installation, or ship; all services, components and National Guard).
Uniformed Fire Fighters:  Federal, state, county, city, town(ship) and tribal fire fighters (professional and volunteer); military fire fighters and rescue squads based on a military post, camp, station, base, installation, or ship; all services, components and National Guard).
Uniformed Emergency Medical Technicians:  Federal, state, county, city, town(ship) and tribal EMT, medical rescue squad/team/unit, air ambulance, air rescue medical techs, and emergency room tech/staff; military EMT and rescue squads based on a military post, camp, station, base, installation, or ship; all services, components and National Guard).
Q: Is wearing a uniform required to get the free admission?
A: First Responders should wear their uniforms and be prepared to present their official, government-issued credentials when they pick up their conference materials at the registration desk.

2008 S&T Stakeholders Conference West

The 2008 Homeland Security S&T Stakeholders Conference West takes place January 14-17 in the Los Angeles Convention Center, presented by the National Defense Industrial Association (NDIA) with subject matter support provided by the Science & Technology (S&T) Directorate of the Department of Homeland Security. The State of California Governor’s Office of Homeland Security is a key participant in the event. The theme for the conference is “Putting First Responders First.”

The purpose of the conference is to inform First Responders, state and local governments, industry, and academia of the direction, emphasis, scope, and status of the research investments by the Department of Homeland Security Science & Technology Directorate, and to describe the business opportunities for private sector organizations and universities.  The goals of the Conference include:

  • Presenting the S&T Directorate’s organization, vision, and key initiatives
  • Describing the relationship between the DHS S&T Directorate and First Responders, states, and emergency response professionals nationwide
  • Educating key audiences, including First Responders, government at all levels (Federal, State, and Local), industry, academia, and the news media
  • Demonstrating business partnership opportunities in S&T research
  • Explaining how to do business with the DHS S&T Research Enterprise
  • Providing visibility into new and emerging technologies through an Exhibition Hall and the Innovation Gateway Marketplace

Keynote speakers already committed to the event include The Honorable Jay Cohen, Under Secretary of Homeland Security for Science and Technology; and Mr. Matthew Bettenhausen, Executive Director, State of California/Governor's Office of Homeland Security. Other notable speakers to be invited include Members of Congress and Senators, Hill staffers, and leaders from other government organizations partnering with S&T in science & technology research. There also will be a significant international component to the event.

The leadership and key staff of the S&T Directorate will be broadly represented throughout the S&T Stakeholders Conference West.  Registered attendees will have extensive opportunities for formal and informal interaction with Directors, Division Heads, and Program Managers from the S&T Directorate.

Focus on States and First Responders: "Putting First Responders First"

The 2008 Homeland Security S&T Stakeholders Conference West will focus extensively on the States and First Responders as key customers for the science and technology research supported by the S&T Directorate, which is responsible by law for providing homeland security capabilities to State and local governments and private sector entities with a homeland security mission.   The conference will highlight the specific programs currently underway in this regard, and provide the opportunity for intensive discussion with S&T Directorate personnel about capability gaps and technology requirements that States and First Responders need filled.

The S&T Directorate is the gateway into DHS for innovative ideas and technologies from the private sector and academia that support the Homeland Security mission at the national, state, and local levels.  The conference will highlight business opportunities in S&T research in the U.S. and around the world. Conference attendees will hear from the S&T Directorate’s Directors and Division Heads, who will describe their areas of responsibility, and highlight key deliverables and technologies.  Innovative research initiatives such as the Homeland Innovative Prototypical Solutions (HIPS) and High Impact Technology Solutions (HITS) efforts, and the Homeland Security Advanced Research Projects Agen­cy (HSARPA) will be spotlighted.  The Capstone Integrated Project Teams (IPTs) that align research with S&T customers will be described as well.

Pre-Conference Training Session:

Monday, January 14 will be the Pre-Conference Training Session at the 2008 Homeland Security S&T Stakeholders Conference West.  Attendees can access a wide range of informative sessions on multiple subject areas including Doing Business with the S&T Directorate, Science & Technology for First Responders, IEDs, Crisis Communication, and many other topics.

Technical training for First Responders and authorized emergency response personnel:

The 2008 Homeland Security S&T Stakeholders Conference West will provide technical training specifically for First Responders and other authorized emergency response personnel during the Pre-Conference Training Session on Monday, January 14, and also on Thursday, January 17. First Responders and other authorized emergency response personnel attending the conference may utilize local Homeland Security grant funding to cover the cost of attendance, as the event provides training that is DHS approved or has been determined to be eligible for local Homeland Security Grant Program funds by the State of California/Office of Homeland Security in accordance with the DHS Homeland Security Grant Program guidance for FY06 (pg. 37) and FY07 (pg.30).   Please contact your local grant program representative for the availability of these grant funds.  Training completion certificates will be provided for conference attendees.

Most Technical Training for First Responders offered during the Pre-Conference Training Session is open to all registered conference attendees.  However, certain tracks are designated as “Law Enforcement Sensitive” (LES) and are limited to First Responders and official emergency response personnel. Attendees will require certification of status before course registration is final. LEStraining for First Responders on Monday, January 14 includes “Incident Response to Terrorist Bombings (IRTB).”   LES training for First Responders on Thursday, January 17 is “Introduction to Explosive and Improvised Explosive Devices for First Responders” presented by the Transportation Security Laboratory (TSL).

Training on "Doing Business with DHS S&T":

The “Doing Business with DHS S&T” training track during the Pre-Conference Training Session on Monday, January 14, is aimed at people and organizations interested in research partnerships with the S&T Directorate, but who are not fully conversant with doing business with the Federal government. The DHS Office of Procurement Operations, the Office of General Counsel, and many other experts will provide essential knowledge is fact-filled presentations. The various training sessions will help attendees get a jump start on the processes, procedures, and challenges of getting contracts with from government, as well as providing targeted advice on key aspects of being competitive in the government marketplace. Innovation Gateway Marketplace:

A key component of the 2008 Homeland Security S&T Stakeholders ConferenceWest will be the Innovation Gateway Marketplace, whichenables registered attendees to scheduleprivate face-to-facemeetingswith representatives from a variety of organizations, including the S&T Directorate, DHS Office of Procurement Operations, industry, academic institutions, and other governmental and non-governmental entities.  These one-on-one meetings can be used to ask specific questions about homeland security-related science and technology research, to present new and innovative concepts and technologies, and to discuss business issues or technology requirements.

Innovation Gateway Marketplace participants are required to submit an abstract in advance You cannot schedule a meeting on-site. The representative with whom the participant meets will have read the abstract in advance, and will be ready for immediate, focused discussion without preliminaries. Go here to start the abstract submission process.

Exhibit Hall:

The exhibit hall at the 2008 Homeland Security S&T Stakeholders Conference West will display significant new technologies relevant to the Homeland Security mission at the national, state, and local level, with particular attention to and focus on products and technology relevant to First Responders and other authorized emergency response personnel.  Attendees can see and discuss scientific breakthroughs and the latest products with researchers and representatives from industry, laboratories, and all levels of government.

POST Credit for First Responders:

The South Bay Regional Public Safety Consortium (SBRPSTC) is working to POST certify the 2008 Homeland Security S&T Stakeholders Conference in Los Angeles for up to 32 hours of continuing professional training (CPT) credit. To receive the credit, California law enforcement officers will need to register, complete a daily attendance log, complete POST Form 2-213 and list the training classes they attended while at the conference. SBRPSTC will collect the forms at the conference, and mail to the attendee a certificate of completion. The attendee will have their department sign form 2-213 and mail that with a copy of the certificate to POST, attention: ISB. A checklist will be provided to all California attendees at the registration desk. The potential 32 hours of CPT credit would fulfill the yearly POST requirement for law enforcement officers. Only POST credit hours are offered; no reimbursable dollars are available.

In addition, all California residents registered for the conference may receive up to one unit of college credit through SBRPSTC by completing a form at time of S&T Stakeholders Conference registration.

Room Rates

A block of rooms has been reserved for conference attendees at the Millennium Biltmore Hotel Los Angeles. The room rate for industry attendees is $189 single/double and the prevailing 2008 per diem rate for government attendees. The per diem rate is available ONLY to active duty military or civilian government employees. Identification will be required at check-in; a retired military ID is NOT acceptable.  To ensure our group rate, you must mention group name: NDIA Innovative Technologies in Homeland Security Conference (for industry reservations) or NDIA Innovative Technologies in Homeland Security Govt Block. (for military and government reservations). Applicable state and local taxes are in addition to the room rate, currently 14.05%.  The group rate extends three days before and three days after the conference dates, subject to hotel availability at the time of your reservation.

Foreign Payment

Cancellations, Substitutions and Requests for Refunds
All cancellations, substitutions, and requests for refunds must be done so in writing.  Cancellation refund requests submitted by phone will not be accepted.  Registrants who are unable to attend the conference must fax or e-mail their cancellation or refund request on or before Friday, January 4th, 2008, to the attention of: Tia Pitt at (703) 247-9467, e-mail: tpitt@ndia.org.  A $75.00 administrative fee will be applied to ALL cancellations received before Friday, January 4th, 2008.

  • NO refunds will be issued for cancellations received after 5:00 PM EST, Friday, January 4th, 2008.
  • Refunds will not be issued for no-shows.  If an attendee has not submitted payment for his/her registration, and does not attend the conference or cancel by the deadline, he/she will be invoiced for the balance due.
  • We do not issue refunds for the sole purpose of switching forms of payment; please be sure you are registering with the correct form of payment (a fee will be applied to those wishing to switch forms of payment).

Substitutions are welcome!   Substitutions must be submitted in writing, by the original registrant, by faxing to (703) 522-1885.  If requesting a substitution, please indicate if payment (if already received by NDIA) is to be transferred to the new attendee or refunded.

If submitting your cancellation/refund request by fax, please keep a copy of the fax confirmation receipt for your records.

This cancellation/refund policy applies to all attendees regardless of their method of payment, registration and/or reasons for cancellation.

Final (Revised) Agenda and Attendee Roster
A final (revised) agenda and attendee roster will be distributed at the conference.  Your registration form and payment must be received by Friday, January 4, 2008 to be included in the attendee roster.   An updated attendee roster will NOT be printed after the conference.

Regional Intermodal Transportation Security Conference

Thursday January 17, 2008 the Security Network will be presenting a one day Regional Intermodal Transportation Security Conference.

Identification Badges
Each attendee will be provided with an identification badge, during on-site registration check-in. You must present a Government Issued (U.S. or Foreign) Photo I.D. (e.g. Driver’s License, Passport) to obtain your 2008 Homeland Security S&T Stakeholders Conference West conference badge.

2008 Homeland Security S&T Stakeholders Conference West conference badges are only valid for the dates of the conference, January 14 – January 17, 2008.

  • Conference badges are to be worn at ALL times during event.  No badge = no access to ANY event venues.
  • During the conference, you must carry all forms of valid photo ID and necessary paperwork (Foreign Visitor request forms, passport & justification for attending statements) with you at all times.
  • For security reasons, we respectfully ask that you leave/check any personal items (luggage, computer bags, coats, etc.) with the bellman at your hotel/home/office.
