Mr. Larry Leggett,
Professor, Systems Acquisition Management; Learning Director, Program Management Certification Courses, Foundational Learning Directorate; 29 years military, 5 years civilian, 12 years DoD civilian; and DAWIA Level III Program Management.

Richard P. Fowler,
Learning Director (Acquisition Law) for the Defense Acquisition University (DAU). Prior to joining DAU, Mr. Fowler was a partner in the Richmond, Virginia, law firm of Proffitt & Fowler. As a partner in the firm, Mr. Fowler represented various defense and construction contractors in federal acquisition matters. In 1997, The John F. Kennedy Center for the Performing Arts retained Mr. Fowler’s law firm to represent the Center in federal contract actions. In the 1980s, Mr. Fowler was appointed as an administrative law judge to hear cases brought by employees of the Equal Employment Opportunity Commission. He has extensive teaching experience with the Army Logistics Management College, GSA Interagency Training Center, The U.S. Department of Agriculture Graduate School, various federal intelligence agencies, and numerous corporations.  He currently serves on the Department of Defense SC8 Procurement Fraud Indicators Subcommittee.
