Description: The United States’ ability to project and sustain military power depends on effective joint military logistics. Operations and logistics functions involving DoD military munitions and other explosives or munitions (e.g., foreign munitions) pose inherent risk to effective military operations. The foundational premise of the DoD's Explosives Safety and Munitions Risk Management (ESMRM) policy involves upfront identification and clear communication of the risks and consequences to and from DoD military munitions during all phases of military planning, training, and operations. The DoD Explosives Safety Board will present the current framework for evaluating munitions-related risks, to include 1) key stakeholder involvement, 2) commander's risk acceptance responsibility, 3) an overview of the nine-step Munitions Risk Management Assessment process, and 4) provide examples of successes generated from completed munitions risk assessments.

Description: The effects of potential explosions may be altered significantly by construction features that limit the amount of explosives involved, attenuate resultant blast overpressure or thermal radiation, and reduce the quantity and range of hazardous fragments and debris. Proper location of exposed sites (ESs) in relations to potential explosion sites (PESs) ensures against unacceptable damage and injuries in the event of an incident. This site planning tutorial will be a familiarization with the facilities siting requirements outlined in Department of Defense Instruction 6055.16, “Explosives Safety Management Program,” July 29, 2008, and DoDM 6055.09-M, “Department of Defense (DoD) Ammunition and Explosives Safety Standards,” Volumes 1 - 8, date varies by volume. The intent of this overview is to support site plan preparation and facilitate efficient review at all levels.
