A native of Harrisburg, Pennsylvania, Dougherty is a 1995 graduate from the United States Naval Academy, where he received a bachelor's degree in political science with merit. He holds a Master of Business Administration and a master’s degree in systems engineering from the Naval Postgraduate School.
After earning his Wings of Gold and completing fleet readiness squadron training at Strike Fighter Squadron (VFA) 125, he joined VFA-147 where he flew combat strike missions in support of Operations Southern Watch and Enduring Freedom. He was then assigned as an instructor pilot at VFA-125 where he served as the assistant operations officer and the Out-of-Control Flight-Phase department head. During these tours he accumulated more than 1,200 flight hours and over 300 carrier landings flying the F/A-18.
Prior to his designation as an aerospace engineering duty officer in 2006, he served as strategic planner on the Combined Forces Command, Afghanistan staff in Kabul, Afghanistan.
His NAVAIR program management assignments include Airborne Rockets & Pyrotechnics integrated product team lead for Direct and Time Sensitive Strike Weapons program office (PMA-242); deputy director of development for the F-35 Joint Strike Fighter program office; weapon systems integration lead and radar integrated product team lead for F/A-18 & EA-18G program office (PMA-265); and class desk officer for the Unmanned Carrier Aviation program office (PMA-268).
His decorations include the Defense Meritorious Service Medal (three awards), Meritorious Service Medal (two awards), Air Medal (two awards), Navy and Marine Corps Achievement Medal (two awards) and various unit and service awards.
