Mr. Eanes will update attendees on the Performance Accountability Council (PAC) Program Management Office (PMO) and the Security, Suitability and Credentialing Line of Business (SSCLoB), including recent progress on enterprise-wide security, suitability/fitness and credentialing reform efforts, and an overview of the PAC Strategic Intent and the Enterprise Information Technology Strategy. This will incorporate the PAC’s strategic business and technical direction for the next five years that involves personnel security reform across the government. The discussion will also touch on the recent PAC Review recommendations, SSC governance, Innovation and Research, and the strategic path forward.  

NBIB has the responsibility of conducting background investigations for over 100 Federal agencies – approximately 95 percent of the total background investigations government-wide. Subsuming the existing mission, authorities and staff of the former Federal Investigative Service (FIS), the NBIB was stood up without interruption to the crucially important investigative services OPM is tasked with providing. In addition, the NBIB provides investigative systems training and conducts oversight evaluations of other agencies to review compliance with Federal security regulations. Mr. Phalen will provide an update on NBIB progress, to include status of caseload backlog, NBIS standup, investigator hiring, responses to recent legislation relating to NBIB and more.

Ms. Wibben is a key player in the on-going efforts to respond to the present security challenges across the government. She will discuss her role in ensuring successful coordination of security and counterintelligence within DoD and across the Intelligence and Defense Communities, including where/how Industry is a partner in her efforts.  

The ISOO, Mr. Bradley, is responsible to the President for policy and oversight of the Government-wide security classification system and the National Industrial Security Program. The ISOO receives authority from Executive Order 12829, as amended, "National Industrial Security Program", further amended by section 6 of E.O. 13691; "Classified National Security Information," Executive Order 13526 was released by the White House on December 29, 2009; Executive Order 13549,"Classified National Security Information Program for State, Local, Tribal, and Private Sector Entities."; Executive Order 13556 "Controlled Unclassified Information"; and, Executive Order 13587, "Structural Reforms To Improve the Security of Classified Networks and the Responsible Sharing and Safeguarding of Classified Information." Mr Bradley will provide an update on the forthcoming changes and areas of discussion involving his office and their impact on Industry.

Ms. Michelle Sutphin will address both recently signed and proposed policy changes and their potential impacts to industry. An optional lunch will be provided by the hotel for an additional $40. DSS strengthens national security at home and abroad through its security oversight and education operations. DSS oversees the protection of US and foreign classified information and technologies in the hands of cleared industry under the National Industrial Security Program (NISP) by providing professional risk management services. As Functional Manager for the DoD, DSS provides security education, training, certification, and professional development for DoD and other US Government personnel, contractor employees, and representatives of foreign governments. DSS is presently undergoing a change in mission away from primarily compliance-driven to one of asset protection. Mr. Payne will provide an update on its progress and how Industry is a both a beneficiary and a change agent partner in its implementation.  

DSS partnered with the U.S. Department of Commerce, Bureau of Industry and Security, Office of Technology Evaluation to conduct a survey and assessment of organizations responsible for the research, development, manufacture, test, and integration of defense and high-technology products, components, and related services. This effort will assist DSS in its mission to provide security oversight and education on behalf of the DoD and other U.S. Government departments and agencies. The data will also provide a baseline understanding of the structure and inter-dependencies of organizations that participate in DoD acquisition programs and their associated supply chains. The first surveys were sent to industry in November 2015.

Mr. Fish will update attendees on the status of the DOD CAF. The DoD CAF consolidated all of the non-intelligence CAFs [Army, Navy, Air Force, Joint Staff, Washington Headquarters Services, Defense Industrial Security Clearance Office (now PSMO-I) and the adjudicative functions of the Defense Office of Hearings and Appeals] and is located at Ft. Meade, MD. Due to the unique nature of their missions, it was decided not to consolidate the intelligence CAFs (NSA, DIA and NGA). The DoD CAF is the sole authority to determine the security clearance eligibility of non-intelligence Agency DoD personnel occupying sensitive positions and/or requiring access to classified material including Sensitive Compartmented information (SCI). These determinations involve all military service members, applicants, civilian employees and consultants affiliated with the DoD. The DoD CAF also adjudicates security clearance eligibility for staff of the US Senate and House of Representatives, the Congressional Budget Office, and the US Capitol Police. Additionally, the DoD CAF renders favorable adjudicative determinations for employment suitability of DoD civilian employees and for Common Access Card (CAC) credentialing of non-cleared DoD contractor.  

2017 will be a year of personnel security change with the implementation of Insider Threat, CUI, RMF, JVS, NISS and NCCS. Industry and USG both need increased fidelity on the costs of NISP implementation before additional reforms and new regulations are considered. In addition, the growing backlog of personnel security investigations and long lead time for meaningful reform to take hold will place national security at risk as both the USG and industry struggle to deliver responsive solutions from a tightening cleared labor market. This panel, a broad slice from across government, will address how Industry can partner with the USG to be responsive to these new initiatives and ideally be included in preparatory phases and planning of intended outcomes.  

This optional session, hosted by the DSS nation-wide Regional Directors, is being made available to answer specific questions related to investigation requests, investigations, interim determinations, incident reports, personnel security and other DSS operational/functional issues.

Mr. Evanina will update attendees on the status of NCSC. The NCSC provides effective leadership and support to the counterintelligence and security activities of the US Intelligence Community, the US Government, and US private sector entities who are at risk of intelligence collection or attack by foreign adversaries. It is part of the ODNI and is staffed by senior CI and other specialists from across the national intelligence and security communities. The NCSC develops, coordinates, and produces National Threat Identification and Prioritization Assessment (NTIPA) and other analytic CI products; the National Counterintelligence Strategy of the US; priorities for CI collection, security policy, investigations, and operations; CI program budgets and evaluations that reflect strategic priorities; in-depth espionage damage assessments and CI awareness, outreach, and training standards policies. Current and pending Security Executive Agent Directives (SEADs), e.g., adjudications, new reporting requirements, etc., will also be addressed.  

These U.S. Intelligence Community security directors will discuss their internal and external challenges and answer questions regarding their major concerns supporting their respective organizational security operations, overall agency mission and national security. Key to the panel will be where Industry fits in with their efforts and how Industry can help or not impede their success. Discussions will be unclassified.

The SAPCO is the office within a DoD component or OSD that, when directed, executes, manages, administers, oversees, and maintains records on the SAPs for which it has been assigned authority. Responsibilities may also include developing and implementing policies and procedures for oversight, management, execution, administration, sap security, IA for SAP information systems, and records management of SAPs under their cognizance, as directed. This panel will discuss their internal and external challenges and answer questions regarding their major concerns supporting their respective organizational security operations, overall agency mission and national security. Key to the panel will be where Industry fits in with their efforts and how Industry can help or not impede their success. Discussions will be unclassified.  

This session will provide an update of DSS overall operations, including input from representatives across the organization. Outcomes will include a better understanding of the present changes to DSS business, especially the move to “DSS in Transition”, and how Industry can help in the transformation and implementation.

Nick Levasseur will provide an update on the status of DSS’ migration to NISS, DCAIS and other DSS applications. It will also cover the replacement of JPAS.  

Insider threats, supply chain subversion, leaks and unauthorized disclosures, massive data breaches…industry security and counterintelligence professionals struggle to match resources to a growing universe of concerns affecting the defense industrial base while maintaining the baseline security posture necessary to sustain business operations. This panel will provide perspectives on the shifting expectations being placed on industry and government led strategies that will better enable industry to protect national security.

NISPOM CC#2 has mandated the creation of the Insider Threat program. The program goal is to identify and mitigate potential malicious behavior of employees. While the NISPOM focuses on individuals with classified access, to be effective, the program requires an organizational wide risk management/ mitigation approach. Further, traditional approaches do not appear to mitigate the current insider threat challenges. The recently released INSA white paper used the Insider Threat integrated behavioral model to develop an effective continuous evaluation example using Snowden's and Manning's available social media. The model used a modern psychometric approach to identify unreliable and trustworthy individuals. Questions this panel will consider will be: • Is there value in approaching the malicious insider from different perspectives or should we continue with the traditional approach? • Should the insider threat programs of government and industry adhere to the same standards of program development and reporting? • How should industry and government approach contractors on government locations with respect to insider programs? • How do we incorporate risk management/mitigation into the insider threat program? • Can the insider threat behavioral model be used to improve our current approach to the clearance process?  

With the implementation of NISPOM CC#2 and the requirement for formal Insider Threat programs across the government, this panel will discuss how the IC agencies are implementing such programs internally, how IC companies must comply and what the challenges may be in collecting Insider Threat data and reporting it.  

This session will provide an update on the DSS FOCI program for Industry and answer FOCI questions and receive suggestions/ideas for possible improvements.  

An update on the latest activities of the DSS NISP Authorization Office (NISP AO).

Many Defense Industrial Base (DIB) companies are introducing a variety of new measures to protect the integrity of their products and control sensitive information. As the effectiveness of these measures increases, adversaries are expanding their targeting of suppliers to dib companies to avoid these protections with the aim of compromising products and theft/disruption of sensitive information. This panel will explore key concerns regarding dib supply chain risk management from both a DoD and industry perspective with a focus on what is being done by DoD to protect the supply chain and industry’s current/future role in that effort.
