On behalf of Deidre Lee, Panel Chair of the Section 809 Panel, we invite you to join us for an upcoming Industry Day co-hosted by Covington & Burling LLC and NDIA on Thursday, November 16 from 9:30 AM – 2:00 PM at Covington.  This unique opportunity will allow you to interact with experts on Commercial Buying, Cost Accounting Standards, Compliance, Personal Service Contracts and IT Business Systems.

 

Commercial Buying
The Section 809 Panel Commercial Buying team is focused on simplifying DOD’s commercial buying practices. Simplification will enable the department to have greater access to companies not currently selling to the department and to be more adaptable and agile in its acquisition process.

Cost Accounting Standards
The Section 809 Panel Cost Accounting Standards (CAS) team is reviewing the administrative and accounting requirements of cost accounting standards, along with exemptions from CAS and thresholds for applying CAS to contracts. The team will make recommendations aimed, broadly, at streamlining requirements.

Compliance
The Section 809 Panel Compliance team is reviewing DOD’s audit and oversight system administered by DCAA and DCMA. The goal of the team is to ensure contracting officers receive timely and insightful information to improve acquisition outcomes and protect government interests. The team will make bold recommendations that value time, apply risk-based approaches, and incorporate commercial auditing standards to the maximum extent possible to simplify and streamline all aspects of acquisition compliance.

Personal Service Contracts
The Section 809 Panel Regulations to Statute Baseline team is researching the statutory and regulatory bases for service contracting policies in FAR Part 37. Based on that research the team is developing a set of recommendations to provide clear and definitive policy and guidance on the acquisition of Knowledge Based Services (KBS) as part of the execution of DOD’s Total Force Management policies and requirements management processes. The statutory preference for the use of commercial services will be reflected in those policy and guidance recommendations.

IT Business Systems
The Section 809 Panel Information Technology (IT) Acquisition team has been researching how to best streamline the IT acquisition process as DOD modernizes its use of IT, with a specific focus on defense business systems and IT services. The ultimate goal is to increase use of commercial best practices and business processes, delivering capability faster and keeping DOD’s technology current and supportable.
