Chemical Biological Defense Acquisition Initiatives Forum (CBDAIF) 

OBJECTIVE: To provide a forum for the open exchange of Government and Industry views related to the Department of Defense chemical-biological defense mission area.

Specific objectives include:

  1. Review and discuss Government chemical-biological defense acquisition policies, procedures, and actions.
  2. Report on the health of the various sectors of the chemical-biological defense industry.
  3. Identify impediments to sustaining a responsive chemical-biological defense industrial base.
  4. Provide a platform for identifying issues related to the chemical-biological defense life-cycle, from development through disposal.

MEMBERSHIP: The Chemical-Biological Defense Acquisition Initiatives Forum (CBDAIF) is formed from the National Defense Industrial Association (NDIA) corporate membership consisting of executives from defense Industry producers of chemical-biological defense capabilities and providers of chemical-biological defense related services.

Membership positions will be as follows:

         o Consequence Management & Response
         o Small Business
         o Systems Integration
         o Medical Countermeasures
         o Diagnostics & Biotechnology
         o CB Surety Laboratories
         o Professional Services
  • Chairman Emeritus

AREAS OF REPRESENTATION AND TERM:  Each member of the CBDAIF is expected to represent a discipline or sector of the chemical-biological defense community as described above.  Members serve for two years, with approximately half changing each year to maintain continuity.  Members may serve longer or shorter terms at the recommendation of the Chairman and the concurrence of the Vice President, Operations, NDIA. 

MEETINGS: The CBDAIF meet at the call of the CBDAIF Chairman at sites and times convenient to the membership.

FOCUS:  Topics of interest for discussion by the CBDAIF will be solicited from NDIA members within the chemical-biological defense community and from interested Government agencies.  Outside speakers will be invited as needed to address the topics.  No consensus advice or recommendations resulting from group deliberation or interaction is expected.  The intent is to share an open exchange of information or viewpoints between attendees rather than to formulate collaborative advice, opinions or recommendations from the CBDAIF acting in a collective mode.

GOVERNMENT PARTICIPANTS: Because the objective of the CBDAIF is the open exchange of Government and Industry views, Government attendance is encouraged.  The NDIA Chairman may issue invitations to various Government organizations to request Government attendance at the CBDAIF, consistent with the DoD Joint Ethics Regulation.  These Government participants will not be involved in the management or control of the CBDAIF or other NDIA activities.  The NDIA Chairman intends to extend invitations to the following Government organizations to participate in CBDAIF meetings, but members of the CBDAIF may suggest or request at any time that other Government organizations participate or provide liaisons.
