 Walter W. Hollis Award 

The Walter W. Hollis Award is presented annually in recognition of the lifetime contributions and achievement in the area of defense Test & Evaluation.  The award is presented in the name of Walter W. Hollis who is recognized for his dedicated and long-standing service in the field of Test & Evaluation.

VADM David Dunaway, USN, Commander, NAVAIR

VADM David Dunaway, USN is presented with the Walter W. Hollis Award for Lifetime Achievement in Defense Test and Evaluation. Although his career is far from over, his contributions have been long, distinguished, and influential in test and evaluation, from Test Pilot to Naval SYSCOM Commander. He is a class of 1982 graduate of the U.S. Naval Academy and holds Master of Science degrees in Aeronautical Engineering from both the University of Tennessee and the Naval Postgraduate School.  After receiving his wings in 1984, he served as a graduate Flight Instructor, flew with Strike Fighter Squadron 151 aboard the carrier USS Midway (CV 41), and was selected for the U.S. Naval Test Pilot School in Patuxent River, Maryland. His test and evaluation assignments include A-12 Operational Test Director with VX-5;  F/A-18 Branch Head; Deputy for Test and Evaluation at the F/A-18 Weapon System Support Activity (WSSA); and F/A-18E/F Operational test director with VX-9. VADM Dunaway’s Flag assignments include Commander, Naval Air Warfare Center (Weapons Division), NAVAIR Assistant Commander for Test and Evaluation, and Commander, Operational Test and Evaluation Force (COTF), Norfolk, VA. In September 2012, he assumed command of the Naval Air Systems Command in Patuxent River, MD. He has made many contributions to the test and evaluation process, including creating and instituting the Mission Based Test Design process and Integrated Evaluation Framework process that have positively impacted Navy and Department of Defense Integrated Testing efforts on Major Defense Acquisition Programs. The Mission Based Test Design has evolved into COTF’s primary test design methodology.  This methodology is critical to developing operational test strategies early in the acquisition process, helping to identify operational test objectives that are tied to user missions and tasks. Through his leadership, the Integrated Evaluation Framework (IEF) has become COTF's primary test planning methodology document, adding rigor, objectivity and standardization to the Operational Test process. The IEF framework has resulted in reduced costs for operational testing through the use of shared DT and OT data, and the earlier identification of system deficiencies. This short summary of VADM Dunaway’s contributions to T&E highlights a productive and innovative career.  He has already been well recognized, including NDIA’s U.S. Navy Military Tester of the Year, the Collier Award, the David Packard Excellence in Acquisition, and the Aviation Week Laureate Award.  His long term achievements deserve to be recognized, even as his career continues. With these accomplishments in mind, the National Defense Industrial Association has selected VADM David Dunaway as the 2014 recipient of the Walter W. Hollis Award for Lifetime Achievement in Defense Test and Evaluation.
