CMMI Working Group


The NDIA CMMI® Working Group is chartered by the NDIA Systems Engineering Division to provide a broad-based industry perspective on issues related to CMMI®-based process improvement. The CMMI® Working Group advises and support the NDIA Systems Engineering Division and CMMI® Institute on CMMI® product suite content, issues, and strategies for implementation, appraisals, and training with recommendations to optimize the leverage of CMMI® investments in government and industry.

The CMMI® Working Group provides input and work products on CMMI-related initiatives assigned by the NDIA Systems Engineering Division, requested by the CMMI Institute, or initiated internally within the CMMI® Working Group.

• Written positions (white papers, reports, product suite reviews, etc.) reflecting issues and recommendations regarding the current or future CMMI product suite and associated support mechanisms. Examples may include proposed changes to the CMMI Framework, models, or appraisal method.

• Briefings, documents, and other artifacts developed as CMMI® Working Group products intended for public use.

• Work products developed to support the effective use of CMMI in the defense or commercial industry markets.

The CMMI Working Group developed an Action Plan Reappraisal approach added to the Standard CMMI® Appraisal Method for Process Improvement (SCAMPISM), Version 1.3b to greatly reduce the cost of verifying closure of weaknesses that prevented achievement of targeted CMMI maturity level or goal ratings.

Members of the CMMI Working Group are also actively involved in supporting the CMMI Institute in development of ongoing improvements to the CMMI product suite through the CMMI NextGen projects.

• NDIA position paper: The Effective Use of CMMI
Position statements from NDIA Systems Engineering Division on the effective use of CMMI® for project development and acquisition.

• Guidance document: The Economics of CMMI
White paper with guidance for industry executives and CMMI® adopters on achieving business value and performance returns through CMMI® investments.

• Task Report: CMMI for Small Business in the Defense Industry
 A study on the adoption and use of CMMI® by small businesses in the defense industry.

Standards Mappings

Recently the CMMI Working Group has been focused on developing mappings between systems engineering standards considered most likely to be used by the Department of Defense (DoD) in defense acquisition contracts:

• ISO/IEC/IEEE 15288-2015, Systems and software engineering – System life cycle processes
• IEEE 15288.1-2014, Standard for Application of Systems Engineering on Defense Programs
• IEEE 15288.2-2014, Standard for Technical Reviews and Audits on Defense Programs
• CMMI-DEV v1.3, Capability Maturity Model Integrated (CMMI) for Development, Version 1.3

The CMMI Working Group has developed mappings among these standards as a work aid to help organizations with their transition to the IEEE 15288 family of standards, or to facilitate an efficient organizational approach when using multiple standards concurrently. NDIA Systems Engineering products include:

• Guidance for Utilizing Systems Engineering Standards (IEEE 15288.1 and IEEE 15288.2) on Contracts for Defense Projects. July 23, 2015.
Recommended guidance on tailoring, acquisition language, conformance, and evaluating compliance.
• Mapping Standards for Integrated Development, v0.7. October 4, 2015.
Overview of the NDIA standards mapping tasks, strategy, and approach. Initial draft (v0.7), intended to be an industry asset improved upon with use and extended to include additional standards.
• Mappings between CMMI-DEV v1.3 and IEEE 15288 (Excel spreadsheet).
Initial mappings developed by consensus of a team of industry subject matter experts.


The CMMI Working Group encourages organizations to realize business value and improved project performance through the effective use of CMMI, achieved economically. The CMMI Working Group sponsors industry-wide learning, sharing and collaboration through publications, conferences, workshops, focus groups, and other means of communication to provoke dialog within companies and across industry on raising expectations for the business results achieved through CMMI.
