General Information: 
The OSD ISR Task Force has expressed interest in utilizing an industry consortium to develop and test new ISR capabilities, beginning with a Long Endurance Multi-Intelligence Vehicle (LEMV).  The TF has selected the Army Space and Missile Defense Command/ Army Forces Strategic Command to lead the LEMV Joint Program.  These organizations are currently in the process of building a team to ensure the LEMV Joint Program benefits from all services as well as numerous other U.S. government agencies and U.S. industry.

The National Defense Industrial Association (NDIA) is leading an effort to organize interested companies into an ISR Consortium.  Toward that end, NDIA hosted an industry day and a consortium organizing meeting on Sep 2-3, 2009 at the Ritz Carlton Pentagon City Hotel in Arlington, VA.

Technical Description of Scope - LEMV: 
The government, in conjunction with the ISR Consortium, shall perform a coordinated DOD wide research and development program to develop a family of prototype Long Endurance Multi-INT Airships with ancillary systems and supporting efforts and products

a. The design, development, manufacture, and test of long endurance airships supporting intelligence, surveillance and reconnaissance missions.  This effort is inclusive of operation, maintenance, spares, documentation, training, performance analysis and demonstration.

b. Evolutionary development of long endurance ISR airships to incrementally incorporate or demonstrate new systems, subsystems and upgrades for prototype airships and ancillary systems associated with improved performance, reliability, maintainability, produceability, cost or other life cycle considerations.

c. Ancillary Systems

         i. The  design, development, manufacture and test of prototype control stations and associated subsystems and software.  This effort is inclusive of operation, maintenance, spares, documentation, training, analysis and demonstration.

         ii. The  design, development, manufacture and test of prototype sensors and associated subsystems and software.  This effort is inclusive of operation, maintenance spares, documentation, training, analysis and demonstration.

         iii. The design, development, manufacture and test of prototype Processing, Exploitation and Dissemination (PED) and associated subsystems and software.  This effort is inclusive of operation, maintenance, spares, documentation, training, analysis and demonstration.

         iv. The design, development, manufacture and test of prototype communication and associated subsystems and software.  This effort is inclusive of operation, maintenance, spares, documentation, training, performance analysis and demonstration.

d. Intelligence, Surveillance and Reconnaissance (ISR) studies and analysis directly associated with LEMV ISR prototype requirements, design, development, manufacture and test.
