Study: Command and Control Implications of Maritime Integrated Air and Missile Defense (Maritime IAMD)

The NDIA SLAAD Division Study entitled “Command and Control Implications of Maritime Integrated Air and Missile Defense (Maritime IAMD),” conducted by an industry-government team, was completed and delivered to and accepted by our Study Host, VADM Bernard J. McCullough III, USN, the Deputy Chief of Naval Operations for Integration of Capabilities and Resources (N8), on December 4, 2008.

This ambitious study made recommendations to the Navy regarding future investments in Command and Control, Battle Management, and Integrated Warfighter Picture capabilities required to build toward future required Maritime Integrated Air and Missile Defense and Joint Integrated Fire Control capabilities, including a discussion of approaches to the acquisition of such complex systems of systems.

Subdivision Charters

 

The SLAAD Division provides an open and objective channel of communication for, and builds partnerships among, the U.S. Navy, the Department of Defense, and industry to address strike, land attack, and air defense issues of threat, operational concept, command and control, battle management, combat architecture, system technology, and manpower.

The division consists of the Offense, Defense and Battle Management, and C4ISR Groups.  Membership is divided between members of the Executive Committee and general members.

The major focus of the division is in conducting and reporting out of studies related to strike, land attack, and air defense. Studies are conducted at the request of a Department of Defense requestor who focuses the effort on providing useful and timely results. Studies are undertaken by subcommittees according to their areas of expertise. Study participation by both industry and government is voluntary. Study results are briefed to the requestors, and reports are prepared and distributed to government and industry, as desired by the requestor. Our study reports --- nearly 100 studies since 1982 --- have helped the Navy articulate and resolve many land attack and air defense issues. A technical report bibliography including an abstract of all published reports is available upon request.

The division holds quarterly meetings at an industry, laboratory or government site. The one and a half-day meeting format includes one half day of EXCOMM and General meetings, a half-day meeting devoted to briefings and tours by the industry, laboratory or government meeting host, and a final half-day of briefings by Government or Navy speakers. These gatherings are excellent forums for technical and programmatic exchange among the government and industry participants.

Additionally, members of the division visit the Fleet Commands each year, alternating between the Atlantic and Pacific Fleets. These visits enable us to gain first-hand knowledge of current operating fleet issues and help members to incorporate relevant, timely Navy concerns into our studies. The division, teamed with the NDIA Missile Defense Division, conducts an annual symposium on the topic of “The State of Integrated Air and Missile Defense (IAMD).”   Our 6th such symposium is planned for 25 June 2015.

The division periodically confers the Admiral John H. Sides Award “in recognition of meritorious service and noteworthy contribution to effective government-industry advancement in the fields of strike, land attack, and air defense warfare.” The award commemorates Admiral Sides' contributions to effective warfighting. Also, Certificates of Merit are presented as appropriate each year to members of the division who have provided significant contributions to study efforts during the year.
