DoD Reform Initiatives
Secretary of Defense Donald H. Rumsfeld created two new management councils on June 18, 2001. These new councils will make recommendations to the Defense Department on ways to improve business practices and updating the U.S. military force to face the challenges of the 21st Century. The two councils are the Senior Executive Committee (SEC) and the Business Initiative Council (BIC).
The BIC's chair is Under Secretary of Defense for Acquisition, Technology, and Logistics Edward C. “Pete” Aldridge. The remaining members of the council are the Service secretaries. They will collaborate to find better business practices and cost savings that could offset the funding requirements for personnel programs, infrastructure recapitalization, equipment modernization, and transformation initiatives.
