Will Goodman, Assistant Vice President for Policy
Will Goodman is the Assistant Vice President for Policy at the National Defense Industrial Association. Formerly Will was the Association’s Director of National Security Issue Development and Legislative Policy. Will leads and manages NDIA’s policy staff, reports directly to NDIA’s Chairman of the Board and its President and CEO, and is responsible for Association-wide policy initiatives as well as managing the Association’s activities through several of its divisions. Will serves as the lead interface between NDIA and government leaders.
Previously, Will served as the Senior Defense Adviser to Senator Patrick Leahy of Vermont, the most senior member of the Senate Defense Appropriations Subcommittee and the Co-Chair of the Senate National Guard Caucus. In this capacity, Will offered Senator Leahy advice and assistance in all matters pertaining to defense appropriations and policy, intelligence collection and analysis, international trade, space exploration, and a variety of other issues.
Before joining Senator Leahy’s staff, Will worked in the Office of the Under Secretary of Defense for Policy as the Assistant for Plans to the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs. Will was responsible for the policy formulation of certain combatant command plans from planning guidance through final approval by the Secretary of Defense. Will wrote and coordinated an original DoD Instruction on the Pentagon’s participation in the National Exercise Program (DoDI 3020.47) and helped in the preparation and approval of domestic counterterrorism policy.
Will is a recipient of the Office of the Secretary of Defense Exceptional Civilian Service Award, the National Guard Bureau’s Minuteman Trophy, the NGAUS Patrick Henry Award, and the EANGUS Patriotism Trophy. He has a master’s degree with honors from the Georgetown University School of Foreign Service and a bachelor’s degree, honors and Phi Beta Kappa, from the University of Florida.
